The rapid growth of the number of used mobile phones makes it difficult for the traditional recycling model of used mobile phones to meet the current market demand.In order to recycle used mobile phones more reasonably and efficiently and respond to the requirements of the national low-carbon economy,based on C2 B business model,combined with the express recycling model,this paper studied the reverse logistics network design of C2 B used mobile phones considering carbon emissions.This paper took the reverse logistics network of waste mobile phone as the research object.Firstly,it studies the national carbon emission policy,and analyzed the theoretical knowledge related to carbon emission and reverse logistics of used mobile phones.Then a reverse logistics network model of waste mobile phones considering carbon emissions and express recycling modes was proposed.The nodes in the model include recycling points,recycling centers,express recycling and transfer centers,processing centers and waste mobile phone treatment plants.In this model,customers can recycle mobile phones in three ways: store recycling,door-to-door recycling,and express recycling.At the same time,the mathematical model of reverse logistics network of C2 B waste mobile phone under carbon tax policy and carbon trading policy was constructed.The model aims at minimizing the overall cost of the network,The calculation method of carbon emissions and each costs in reverse logistics network under carbon tax policy and carbon trading policy were given.Finally,through the introduction of example,this paper studied the comprehensive impact of carbon tax and carbon trading policies and express recycling on the reverse logistics network of used mobile phones.In this paper,an improved particle swarm optimization(PSO)algorithm based on the leapfrog algorithm was proposed.The MATLAB software platform was used to solved the model,programed in C language.This paper analyzed the network from the following three aspects:(1)Research on the reverse logistics network model under the carbon tax policy: The impact of the changes of carbon tax price and the proportion of express recycling in the network on the reverse logistics network of used mobile phones is analyzed,the carbon tax price range was 10-100 yuan/t,and the proportion of express recycling in the network varied from 40% to 80%.The optimal planning of each network was obtained.According to the analysis,only when the carbon tax price is less than or equal to 20 yuan/t,and the proportion of express recycling is less than or equal to 50%,the express recycling transfer center can optimize the reverse logistics network and reduce the corresponding recycling cost.Then by analyzing the various costs and carbon emissions of the network,the applicable carbon tax price and the applicable proportion of express recycling in the network were obtained when the carbon tax policy was implemented,and the most suitable carbon tax price is 40 yuan/t when the proportion of express recycling in the network is below 50%.(2)Research on the reverse logistics network model under the carbon trading policy: The carbon emission quota of reverse logistics network of waste mobile phone and the impact of the change of the proportion of express recycling in the network on the reverse logistics network of waste mobile phone were analyzed.the carbon tax price range was 10-100 yuan/t,the optimal planning of each network was obtained.Then by analyzing the various costs and carbon emissions of the network,the recommended carbon emission quota of this recycling network is 4000 t.(3)Comparative study of network models under carbon tax and carbon trading policies: This paper made a quantitative and qualitative comparative study on the network under the two carbon emission policies from the aspects of emission reduction effect and policy adaptability.The results showed that under the carbon tax and carbon trading policy,express recycling method can effectively alleviate the pressure of carbon emission reduction in the reverse logistics network of used mobile phones,but with the increase of express recycling ratio,the overall recycling cost will also rise.In this recycling network,the reverse logistics network under the carbon trading policy had a more obvious effect of reducing emissions.However,with the change of the proportion of express recycling in network,the reverse logistics network under the carbon tax policy was more intensive.The emission reduction effect of the carbon tax policy had certain limitations.Only when the carbon tax price and the proportion of express recycling meet certain conditions can the effective emission reduction effect be exerted,the carbon trading policy was more flexible,it had a more promoting effect on emission reduction,and it was more continuous.Both carbon emission reduction policies had their own advantages.This paper studied the optimization law of reverse logistics network design of C2 B waste mobile phone when considering carbon emission.It provided a reference for the optimization design of reverse logistics network of waste mobile phone when the enterprises facing the carbon emission reduction policy,and also provided a reference for implementation of government policies of carbon emission reduction in the industry of waste mobile phone recycling.
