A Research On The Effects Of Financial And Tax Subsidy Policy On The Atmospheric Haze Governance In Jiangsu Province

In recent years,China’s incresingly frequent fog and haze,more than the frequency of severe fog and haze has been to the people’s daily life,the production of enterprises,transportation and other large losses caused by pressure.So far,China’s haze governance is mainly to take the coal-fired desulfurization and denitrification and other environmental ends of the governance.Although the end of governance deficiency is one of the reasons for the increase the haze,but including the distortion of the economic structure,energy structure,transportation structure,the structure is caused by severe haze phenomenon at a deeper level,only from the source and the end of the common governance.The results can get twice the result with half the effort.At this stage the haze of governance mainly take administrative means,economic means and legal means,and is dominated by administrative means.However,because of government intervention led to market distortions and market failure of public goods and social responsibility sense of absence makes the effect of applying administrative means to control the haze has certain limitations,in this case began noticed to subsidies and preferential tax policies as the representative of the economic means for haze governance with administrative means can not be replaced.The writing comes at a time when the domestic haze related governance research hot spots during the,to promote the development and optimization of China’s large aerosol haze governance policy has certain theoretical and practical significance.This article is to explore the effect of subsidies and preferential tax policies of large aerosol haze governance from the perspective of public policy,and in Jiangsu Province as the starting point.For Jiangsu Province is the largest economy,is the unit of industrial pollution load is the highest provinces,belonging to the high-risk areas of the atmospheric haze,also the haze of governance Jiangsu province attaches great importance to,the corresponding subsidies and preferential tax policies relative to the provices more comprehensive,the development of new energy and other industries more attention,so the choice of taking Jiangsu Province as an example to study the fiscal subsidy policy is more representative.In this paper,taking Jiangsu Province as an example,analysis at this stage the haze governance by which the fiscal subsidy policy,how governance effect,what problems,and thus based attempt on subsidies and preferential tax policies of high aerosol haze governance effect of positive and negative effects of the qualitative analysis,mechanism of classified analysis ofhaze governance subsidies and preferential tax policies.On the basis of theoretical research,build energy CGE model of Jiangsu Province were quantitatively analyzed,the model respectively analysis and prediction fiscal policy and tax policy of Jiangsu high aerosol haze governance effect.Finally,according to the research results,this paper puts forward some corresponding suggestions on how to optimize.
