Recently, air pollution has become the main form of environmental pollution in China. Haze governance has become the most people’s concernd livelihood issues discussed in recent years. In 2014,Harbin experienced an unprecedented haze from the beginning of the heating period,which deeply effec people’s daily life and health. Accrording to the status of the haze in Harbin City, it si extremely urgent to develop relevant governence policies. Not only to proposed targeted haze governance for the Harbin area, but also to provide reference for the surrounding areas of haze governance.Haze governance public policy fo Harbin city origion from the theory of public goods, cooperation beween local governments, and ecological governance theory. Analysis of the current situation of haze governance policy in Harbin, basis as The Policy And Law Of Air Pollution Prevention And Control, according to the status in Harbin, and in accordance with the characteristics of the region to develop targeted governance policies. The current policy exist some problems, including a part of the policy to copy the relevant laws and regulations, lack of adjustment for the current situation.
