| In the context of separate territorial governance,the strong spillover of haze pollution will cause the definition of the responsibility of regional environmental governance to be blurred,making governance inefficient.Only by breaking through the administrative boundary and forming regional coordinated governance can the relatively efficient haze governance be achieved.However,the current academic circles have relatively insufficient research on the status quo of China’s interregional environmental policy coordination,accurately grasping the degree of interregional environmental policy coordination through quantitative measurement,and the impact of regional policy coordination on haze pollution and the specific impact level.Therefore,this article Starting from the perspective of coordinated governance,discuss the impact of regional policy coordination on haze governance.This article counts the frequency of occurrence of environmental policy terms in the2007-2016 government work reports of 30 provincial administrative regions in China,and multiply it with the proportion of the added value of the secondary industry in the GDP of the 281 prefecture-level cities under the jurisdiction of each province to obtain quantitative policy information,and then use the gray correlation model to calculate Obtain the policy coordination degree of 281 prefecture-level cities in China.Finally,based on the data of PM2.5 and the degree of policy synergy of 281 prefecture-level cities in China from 2007 to2016,combined with the data of a series of urban characteristic variables,the system generalized moment model is used to empirically examine the effects of regional policy coordination on haze pollution.A static panel model is set up as a control group.At the same time,because the effect of the policy takes a certain amount of time,this article also examines the impact of the policy coordination degree lag on haze pollution.The research results show that:First,from 2007 to 2016,the level of haze pollution in various regions of my country was basically in the range of 30 to 652)/8)~3.Among them,although the level of haze pollution in the eastern and central regions was controlled within a range(50 to 652)/8)~3)during the ten years,it was always high;the level of haze pollution in the Northeast the west and has experienced some fluctuations during the ten years,but the overall level is still Rising trend.This shows that the fragmented haze control policies in various regions in the past have not actually achieved the ideal haze control effect.Second,from 2007 to 2016,the level of policy coordination among various regions in China was not high,basically between primary coordination and mild imbalance.The coordination evolution was slow and the fluctuation range was large.Among them,the central region has always maintained the primary level of coordination,the northeast region has slowly declined in fluctuations,the eastern region has continued to decline from primary coordination to a mild disorder,and the western region has been fluctuating near the critical point of primary coordination and mild disorder.Third,policy coordination has a significant negative impact on haze pollution,and the degree of coordination has an impact coefficient on the level of haze pollution around-0.3.The empirical results are robust,that is,policy coordination has a positive effect on haze governance.In addition,the industrial structure with a high proportion of the secondary industry,population agglomeration,and the production activities it brings will increase the haze pollution in China,and the increase in government financial technology expenditure will help reduce haze pollution.Based on the dual analysis of theoretical and empirical levels,this article puts forward relevant policy recommendations for regional coordinated governance of haze.First,establish a targeted regional benefit compensation or punishment mechanism to stimulate regional governments’motivation to coordinate haze governance.Secondly,establish unified regional environmental management standards and improve the coordinated governance mechanism of each region.Finally,encourage and guide enterprises to strengthen technological innovation and promote the transformation of high-polluting industries to green industries. |
