Environmental pollution caused by burning straw increasingly serious, comprehensive utilization of straw has got the government and the public’s attention. In paper case study, Jiangsu Provincial People’s Congress since 2009 made the official decision to protect the environment. After that people began to realize that the problem can not be completely eradicated from preventing, which is closely related to agricultural structure, hence expand a suitable way is to solve the fundamental problem of straw burning. In 2016, the governmental document has been put forward to develop our circular agriculture to protect the environment. Despite the policies and management, there are still issues under Investigation: straw burning always present, low utilization of straw using, pollution rise during straw utilization.The main purpose of the paper is to find out causations and countermeasures of burning crop straw based on the economic, institutional, farmers three points. Aim to provide the reference for resources utilization and agricultural structure adjustment.Research I: Macroeconomic factors have effects straw utilization in Jiangsu Province.Based on environmental Kuznets theory, paper established the correlation model between per capita GDP and the environmental pollution.The results show: Regional economic factors have an impact on straw burning, per capita GDP and straw pollution is N-type curve, the reason is that with the growth of per capita GDP, the straw is no reasonable way but to be burned, environmental awareness lead to policy prohibiting burning the straw, however, the policy is ineffective, resulting in the burning phenomenon repeated again.Research II: Microeconomic factors have effects straw utilization in Jiangsu Province.Based on cost-benefit theory, paper compared farmers’ costs and profits on straw utilization.The results show: Cost-benefit analysis shows that lack of machinery support, markets, finance, technology, which lead to human can not afford the utilization costs.Research III: Farming system has effect on straw utilization.By reviewing our agricultural farming systems changes and straw utilization under different farming systems, explore the development of resources consumption of present farming systems, present resources replace the straw, incineration problem represents agricultural structure shortbacks.The results show that: In order to change the resource consumption excessively for agiculture development, the key way to solve the problem is to improve the present agricultural structure, and to seek a reasonable way that can use the straw resources reasonable.Research IV: Burning straw and straw comprehensive utilization’s will and the actual decision-making.Though the difference between farmers’ will and they actual operation on straw using, analyzed by logistics model to find out the effective reasons.The results show that: The factors including farmer’s age, labors number, land contract, family income structure, the behavior of other farmers, organizations and subsidies and penalties all affect the people’s decision.Research V: Policy on straw burning and comprehensive utilization.For the content and the degree of implementation of the policy, were analyzed by logistics model, farmers burning straw explore the impact of health policy incentives and penalties.The results showed that: a single high-handed policy can not solve the problem, policy should be on the way from the start of straw, to be guided to solve the primary problem of straw burning of straw on the development of a way out.Research VI: Rural straw use way.Through theoretical research and empirical research, combined with national conditions and agriculture development, as well as current straw utilization pilots, find our straw comprehensive utilization development direction, and assess on the new model.The results showed that: a way about the straw resource should be based on agricultural cycle theory, and make the straw return farmland, developing a new straw comprehensive utilization mode. On the basis of improving the agricultural structure, resource-saving and economic-saving is important, we should increase the ecological benefits to build a circular road which makes straw resources for long-term development.
