Study On The Social Benefit Evaluation Of Offshore Oil Energy Saving And Environmentalprotection Project

With the rapid development of China's offshore oil industry,more and more offshore oil and gas fields on the sea appeared.During the production of offshore oil and gas,large amount of energy is being consumed.Also it produces a large number of emissions.Offshore oil industry is facing great pressure of energy conservation and environmental protection.At present,social benefit evaluation of offshore oil energy conservation and environmental protection projects is a new subject,so it is necessary to carry out social benefit evaluation research of these projects.In this thesis,we analyzed the significance and necessity of the research on the basis of social benefits evaluation.In view of the characteristics of quantitative analysis of social benefit index,fuzzy comprehensive evaluation method was adopted and combined with the analytic hierarchy process.We selected 15 typical evaluation indexes and described the meaning and evaluation criteria of all levels of indicators in detail.Based on the analysis of the impact of various indicators on the evaluation results,evaluation index weights were determined using the expert scoring method.A comprehensive evaluation model of offshore oil energy saving and environmental protection projects was established.Finally,social benefit evaluation of an energy saving and environmental protection project of Bohai A offshore platform was carried out using the social benefit evaluation model.Objective and reasonable evaluation results were obtained by calculation and analysis.The obtained results showed that the social benefit evaluation system established in this thesis has strong operability.The research of this thesis is to evaluate the social benefit of the project by using the comprehensive evaluation system of social benefit,and to provide some useful reference for decision makers.
