In recent decades,China’s economic construction by leaps and bounds,has made brilliant achievements,but at the same time economic growth and ecological environment,the ability to carry the contradiction between the increasingly prominent.In order to promote the sustainable development of economy and society,the 18 th National Congress of the Communist Party of China put the construction of ecological civilization as the overall layout of "five in one" together with economic construction,political construction,cultural construction and social construction,so that the importance of ecological civilization construction Raised to an unprecedented height.The provision of environmental protection Public goods is a natural and irresistible responsibility of the government,but this does not mean that the government is a monopoly of the supply of environmentally friendly public goods or that the government must be a direct producer of environmentally friendly public goods,in fact,civil organizations involved in environmental protection The supply of public goods is of great significance.Apart from the value orientation of mobilizing people’s participation in social governance activities,the participation of civil organizations can help strengthen the government’s environmental protection function.It can make up for the lack of government’s own power and also play a way to guide the people to protect the ecological environment And it helps to promote the government from the "economic construction" to "public service" to change and promote economic development and social management of the balanced development.Compared with the official environmental organizations,China’s civil environmental organizations to participate in the supply of environmentally friendly public goods have their own advantages,for example,civil organizations rooted at the grassroots level,with a broad mass base;living in the first line of environmental protection,the ecological environment more understanding;Flexible,not rigidly adhere to the form,more efficient.Based on the theory of government function and the theory of public goods supply,this paper focuses on the basic situation of private environmental protection organizations participating in the government supply of environmental protection public goods,including the environmental protection functions of private environmental organizations,the participation of environmental protection public Product approach and the problems encountered in the participation,and try to propose a solution to the problem.The study found that China’s civil environmental organizations to participate in environmental protection of public goods supply is mainly reflected in the environmental publicity and education,environmental monitoring and early warning,environmental protection,legal services and inter-country exchanges and so on.Environmental organizations to participate in the supply of environmentally friendly public goods are: "government commissioned,signed a contract";"government-led,mutual cooperation" and "private environmental organizations to provide public services." However,there are many problems in the practice of civil society organizations involved,for example,the intensity of the government purchase service is not big enough;the environmental protection organization of the civil society is uneven;the legal status and system protection of the environmental protection organizations,as well as the environmental protection organizations and the government Environmental protection department funds and so on.In view of this,the need to take targeted and operational countermeasures and suggestions,including the regulation of government and civil society organizations,cooperative relations;improve the participation of civil society organizations and institutionalized;the Government to increase the intensity of the purchase of public services and strengthen financial support civil Environmental protection organizations;reasonable to enhance the quality of civil aviation organizations and so on.
