Research On Investment Scheme Evaluation Of Landfill Closure Field Project Based On The Comprehensive Benefit

In recent years,with the deepening of China's economic development and the new urbanization,the people's living standards continue to improve,the output of living garbage is growing,the plight of "garbage siege" is increasingly becoming the present environmental problem to be solved.There are three traditional life garbage disposal methods:composting,landfill and incineration method.Combining with China's economic and social development situation,landfill method is still the mainstream of current our country life garbage disposal ways.When the garbage landfill reaches its games to seal and seal after the maintenance and management,in order to control the environmental pollution,curb the spread of disease,and promote ecological recovery and speed up the recovery utilization of land.Therefore,the landfill closure of project investment scheme evaluation research in choosing scientific and reasonable investment plan is a key foundation work for scientific sealing field.But for landfill closure of project investment,long cycle,the characteristics of the internal structure of complex and affected by many factors lead to research on the class project mainly concentrated in the aspect of seal design and field management,and research on investment scheme evaluation are relatively lagging behind.In real life,the landfill closure field project based on economic benefit,environmental benefit and social benefit of comprehensive benefit is a key factor to decide the class project investment decisions.For the sake of this point,the paper combed the domestic and foreign studies about the role of the landfill and the research progress of project benefit,this paper introduces the related concepts of sealing field,investment plan and investment evaluation related concepts,analyzes the landfill closure of project investment benefit,the comparison of the investment benefit evaluation of several commonly used methods and selection as landfill closure of the fuzzy hierarchy comprehensive evaluation method of comprehensive benefit evaluation method of project investment plan.In consideringeconomic benefit,environmental benefit and social benefit,on the basis of combining the selecting principle of evaluation index and steps,three factors of three levels is established 12 indexes of landfill closure project investment plan comprehensive benefit evaluation index system and fuzzy hierarchy model.Through the analytic hierarchy process(AHP)to determine the index weight,and according to the fuzzy hierarchy comprehensive evaluation method of steps on the benefit of the landfill sealing field project investment plan for comprehensive evaluation.Finally combining with the actual case study using the evaluation model to evaluate investment scheme evaluation results,show that this method is scientific and practical,for this kind of project investment decision-making to provide the reference.
