Theoretical Study On Construction Project Environmental Supervision System

In China,environmental supervision is still in the experimental stage,yet comprehensive promotion,and also lack of the whole process of environmental management system.In order to make it play a important role in construction projects in environmental protection,research and the theoretical analysis methods were adopted in this paper.And the related papers,literature journals,dissertations,articles and publishing books in network were all collected and analyzed.This paper was guided by environmental supervision philosophy,and gave supplements and improvements to the environmental supervision system of building projects.This paper carried on researches from organization and management of the construction project environmental supervision,work content and procedures,risk management and supervision,the findings were obtained as follows:(1)Proposed construction projects related to the concept of the whole process of environmental supervision,in accordance with the type of construction project environmental supervision work will be divided into industrial classes and ecological construction projects environmental supervision,and supervision of the respective characteristics of two types of environmental analysis,industry needs to carry out environmental supervision work classes and ecological construction projects.(2)In terms of organization and management of environmental supervision,environmental supervision first qualification factors,management methods,staffing and organizational structure forms summarize,the proposed use of special environmental supervision unit at this stage-part of combined environmental supervision staff allocation for environmental supervision and,depending on the characteristics of the construction project,organizational models,the construction unit entrusted the task to their own circumstances and environmental supervision unit to select the appropriate form of organizational structure.After between environmental supervision and environmental supervision units within the organization and other participating units of organization and coordination feasible way;and finally through the stand-alone,combining style and comparative analysis of two-track environmental supervision and management model,proposed new environmental supervision management mode-"improved two-track environmental supervision mode" and analyze its characteristics.(3)Proposed the preparation stage,the working methods of the construction phase and the operational phase of the construction project acceptance test environment supervision,work content and work procedures.The main content of the preparation phase for the review of environmental supervision and inspection documents the construction site,the focus should be on building environmental awareness units and other units involved personnel;construction phase Environmental Super vis ion work mainly includes the construction of environmental protection and environmental quality conduct supervision standards,the focus for the control of the construction process of ecological destruction;acceptance of the experimental stage,the main work environment supervision is to summarize the entire supervision process,in addition to environmental supervision units should focus on improving the soil environment after the project is completed and construction phase of vegetation damage repair.(4)In the construction project environmental risk management,classify and organize information on the type of environmental supervision and information collection,collation and delivery methods,clear the important role of environmental monitoring in environmental risk management process.Environmental risk management of projects including environmental risk identification,environmental risk analysis,environmental risk evaluation,and environmental risk decision four parts should be explained.(5)It constructed construction project environmental supervision system about environmental supervision and implementation security,including legal,economic,technical,administrative,business and public participation six aspects.When it came law,it summarized our country existing environment supervision laws and regulations and suggested to add environment supervision some provisions and to formulate environmental supervision direction special law on the national environmental protection relevant laws and regulations.In terms of economic security,summarize the environmental supervision measures of financial security,and suggest that the government of environmental protection increases funding for environmental supervisiona.In terms of technical support,it is recommended to update environmental protection measures and environmental equipment,to summarize environmental monitoring and information management systems.In terms of administrative safeguards,it is recommended to vigorously promote environmental supervision mechanism,enhance public awareness of environmental supervision and strengthen environmental supervision management of qualification.In terms of corporate guarantee,it is recommended to strengthen the vitality of the enterprise environment supervision units,to strengthen comprehensive supervision of personnel,improve the incentive and evaluation mechanisms.In terms of public participation,it is recommended to carry out the construction project environmental supervision of public participation by taking that government departments assist in monitoring,public is participation in project supervision public is participation in public opinion and public is participation in conscious oversight in four areas.Finally,this paper summarizes the research work on the whole,and puts forward suggestions on problems which remain to be researched.
