In recent years,with the various control measures are take on China’s seven major rivers by the state and the government,the water environment situation has been very good improvement in China.Among them,the Liao River control effect is particularly prominent,Liao River Basin has finished the national standards for the chemical oxygen demand(COD)a year ahead of schedule,so the water quality of worse than grade v is wiped out of Liao River.In order to further consolidate the governance results of the Liao River main stream,and achieve the long-term goal of sustainable development,a large number of ecological restoration project are implemented in Liao River Basin from the beginning of 2011.Its purpose is through scientific planning and effective management,take into consideration the river regulation and wetland restoration,environmental pollution control,ecological protection and construction and reasonable utilization of resources,make it become a healthy river ecosystem with flood control safety,good water quality,ecological health and beautiful landscape,and eventually achieve the goal of " government Liao River Fundamentally,ecological restore of Liao River completely and benefit the future generations".Therefore,the evaluation of basin ecological restoration project is the most concern of government and related management departments.The paper is based on this and from the river water quality aspects to evaluate ecological restoration projec of the basin.This study based on the" national environmental protection the 12th five-year plan",the combination of theory and practice,the Liao River main stream and tributaries are selected as the evaluation object,the main research results are as follows.To conduct effect evaluation of ecological restoration projects of the main stream and tributaries of Liao River,Water quality indicators as COD and ammonia nitrogen are used as evaluation indicators and used 2011 as the time node.The evaluation results of ecological restoration project of the main stream and major tributaries are as follows:the level change trend is 2011-2013>2008-2010 years.The evaluation results of the main stream are as follows:the level in the section of Hongmiaozi is the highest,the section of Fudedian is the lowest.The evaluation results of tributaries are as follows:the level of Chai River is the highest,the Wang River is the lowest.QiXing wetland is selected as a typical ecological project of Liao River to evaluate the water environment improvement effect.The results showed that the water pollutants have been well controlled by the entrance to the exit of the wetland,the reduction rate of ammonia nitrogen,total phosphorus and COD are:60%,47%,51%.The methods of Shadow Engineering,Reforestation Costs and Substitution Method are used to evaluate the effectiveness of the Liao River wetlands.The evaluation resultss are as follow:Wetland comprehensive benefit is 380 million yuan per year,among environmental benefit is the largest,and 90.26%of the total benefits;and 9.74%of the social benefit to total benefits.From the six functions Benefit value of view:followed by water purification benefit>water storage and flood control benefit>atmosphere regulation benefit>education research benefit>habitat benefit>entertainment benefit.Among them,the water quality purification benefit is highest,the water storage and flood control benefit and it in dominant position of the comprehensive benefit with 78.94%of the total benefits.Overall,the comprehensive benefit of liaohe wetlands is considerable.The evaluation results show that ecological restoration project of Wetlands,rubber dam,ecological dredging and flat beaches,ecological revetment,artificial floating island and natural enclose have achieved good results in Shenyang city and Tieling city From the beginning of 2011,Not only to improve the water environment quality of the main stream and tributaries,and biodiversity has also been a certain degree of recovery. |
