| With the continuous development of urbanization and industrial production in China,it frequently happens for various accidents of major hazards.As a common disaster-inducing factor,major hazards are important factors causing regional disaster and loss.Therefore,it is essential to evaluate the regional risks with the major hazard as the core,and carrying out supervision on the major hazard sources of high risks,with reasonable protection for human activity sites,providing the basis for the formulation of management decision on regional safety.Considering the uncertainty of emergencies and the incompleteness of regional information,this paper presents a new method for assessment of hazards in urban regions.By analyzing the distribution characteristics of major hazards and the vulnerability of various personnel sites,the distribution and level of regional risk is determined.First,this paper defines the study scope of regions and major hazards,classifies and grades major hazards.It describes and establishes models for the connotation of the distribution characteristics of major hazard,selects the perspective of regional risk assessment,integrates and summarizes the assessment methods of regional risk,and explains the connotation of various factors influencing regional risks.Afterward,the distribution of particular hazards in the urban area is analyzed in detail.Based on the survey results of major hazards in multi cities,this paper establishes the typical case database of dangerous chemicals in China,and determines the industrial distribution of main hazard units.On this basis,the distribution characteristics of mainland utilization are determined.After summarizing the layout of land utilization in different cities,the distribution of the main hazard is further clarified.This paper classifies and combs sites on various types of urban land and conducts the vulnerability analysis.Finally,based on the distribution characteristics of major hazard,from the perspective of affected places,in the case of semi-known the regional information,a method is proposed to evaluate the regional risks distribution from relative risk of major hazard and sites vulnerability,the evaluation model and the relationship between risk results and personal risk is established to assess the overall regional risk.Through the corresponding simulation experiment,this paper analyzes different influence of major hazards which with different distribution characteristics on the regional distribution,and verifies the regional risk assessment method.Above all,this paper analyzes the distribution of industry and land use of urban typical major hazards units,summaries the layout of urban land,teases and classifies personnel sites,analyzes their vulnerability,when failing to obtain the detailed geographical information in emergency conditions,this paper puts forward a new method to evaluate the regional risk assessment.The experimental results show that this method can be used to filtrate the high risk major hazards and personnel sites,and can further determine the regional risk level.This research provides new ideas for the study of regional risk assessment methods and the basis for regional disaster prevention and emergency management. |
