Intergovernmental Cooperation On Water Pollution Control

According to the traditional public administration theory, the public affair should be underthe control of the government which is in the precinct. Owing to several characteristics of publicaffair, when dealing with public affairs, the governmets in different precincts may always havesome direct or indirect conflictons. So local governments should think over to take someinnovations to figure out the puzzle and improve the performance of the public administration.The cooperation between local governments is the tendency of the development of publicadministration. There have been apparing more and more obvious that along with the developmentof the economic of zhejiang province, the water pollution in qiantangjiang drainage area hasbecome so serious that it has become a great challenge to the local governments. Local governmentplays a special rule in the water pollution control. But on account of the comlexity of the waterpollution, one single government can not get across its district to control the water pollutioneffectively. So a voice runs up calling on intergovernmental cooperation. What steps should localgovernments take to acclimatize itself to the new situation and to control the water pollutioneffectively is a serious problem.When we do a research for the water pollution control in qiantangjiang drainage area, wemust think about a question that how to develop impactfull cooperations between localgovernments, and it needs to be designed and guided by theories, the purpose of this article is toanalyse the applicability of the intergovernmental cooperation on water pollution control inqiantnagjiang drainage area both in theory and in practice. The present dissertation takes thecooperation between local governments as the researsh main body, Including two parts, the firstparts begins with analyzing the real demands and existing probroms of the intergovernmentalcooperations on water pollution control in qiantnagjiang drainage area, and the second partmakes a research to design a mode of intergovernmetal cooperation on water pollutioncontrol, which gives some countermeasure solutions to the existing questions. The second part isthis dissertation's key point, and they are also the intention of writing this dissertation.
