| Air pollution has become a hot issue in China’s environmental fields,which has seriously affected the national economy and people’s livelihood.At present,most researches on atmospheric pollution are mainly focused on the application of chemical and physical methods in the field of natural science,which are mainly on the analysis of concentration distribution,characteristics and sources of PM2.5,end treatment techniques,weather and climate factors.But the depth of scientific quantitative research in the field of socio-economic system causing air pollution is still lacking.Based on macroeconomic theories and methods,the industrial emissions of four major air pollutants(SO2,NOx,soot and dust)provided by the government’s published environmental statistics are the main objects in this paper by input-output model and hypothetical extraction method.Studying the transfer of embodied air pollutants from the perspective of industrial and regional linkages by input-output model and hypothetical extraction method.Its conclusions are as follows:(1)Output emission and demand emissions are new concepts proposed by our research group according to Leontief I-O theory.In theory,we divided pollutant emissions into output emission and demand emissions:Output Emission(OE)is defined as the total emissions as the output of a sector(net forward linkage);Demand Emissions(DE)is defined as the total emissions required to satisfy the demand of a sector(net forward linkage).(2)In this paper,net transferred emissions are defined as the difference between output and demand.The results show that most net transfer flows of the SO2,NOx and soot were from Power&Gas to the equipment manufacturing industry(36%-39%)and construction(31%-34%),and the largest inter-sector flow of dust emissions was from Nonmetal Products to Construction,followed by the flow from Metal Mining,Smelting&Pressing to the equipment manufacturing industry.(3)In this study,the regional transfer scenarios of four kinds of pollutants were calculated and the Regional Linkage Index(RLI)was constructed to reflect the linkage of the inter-regional atmospheric pollutants.A positive RLI indicates that the region demands emissions from other regions.The calculation results show that such regions are concentrated in Beijing,Tianjin and East China.A negative RLI indicates that this region emits direct emissions for other regions.The calculation results show that such areas are mainly distributed in the North China and the central and western regions,like Shanxi,Hebei and Inner Mongolia.Hebei province is very special in the transfer of regional air pollutants,which is not only the main output region but also the main input region.According to the above results,this paper put forward some corresponding policy recommendations:(1)estimating the amount of air pollutants emission transfer and constructing a responsibility sharing and ecological compensation system in industry and region level;(2)promoting the low air pollutant industrial chain coordinatinge with various trades and regions and using the concept of cost transmission;(3)promoting the concept of the green design. |
