Study On New-type Textile Standard System Construction

In the context of comprehensively deepening reform,it is difficult to continue the standard development model which depends on the growth in the number of standards,while it is urgent to establish new-type textile standard system with collaborative development between government standards and market standards.This paper firstly analyzed the concept of new-type textile standard system;and raised standard main body,standard object(field),standard structure 3D model and development trends of new textile standard system.From the three dimensions,the paper comprehensively combed the development history of Chinese textile standard system,analyzed the current situation and existing problems of textile standard system;summarized the typical experience of constructing the textile standard system in Europe,America,Japan and international standardization organizations;and compared domestic and foreign textile standard systems obtaining the differences among them.On the basis of the analysis,the paper proposed three new characteristics of new-type textile standard system,i.e.diversification,cross-border integration and standard restructure;the idea of separating mandatory standards from standard system,and constructing the voluntary standard system at the three levels of national,consortium,enterprise standards;the implementation scheme of old system transformation;and the suggestion on speeding up the new-type standard system construction.
