The Construction Of Security Evaluation Index System For Region Development Based On "Security-Quality-GDP" System

Evaluating the security of region is the inevitable requirement for promoting security.Effective assessment could help to realize the stability level of security in the region,the strengths and weaknesses of security management,and adjust the development strategy to improve the quality of development,keep the region stability,and motivate social harmony.Based on the "security-quality-GDP" system model,the paper devotes to construct a more rich security evaluation index system from the perspective of human security which help to narrow down what need focusing on.After both reviewing the literature and comparing existing relative index system,the paper will exerts qualitative and quantitative methods to conform the index system with the guidance of security governance theory.Firstly,it will summarize the opinions from government departments documents,the text of existing index system,literature research and expert interview,to construct the index system of three dimensions including 47 elements.Secondly,it uses Delphi method to select and optimize the preliminary index.Thirdly,it will confirm the weight of element on each level by using Analytic Hierarchy Process(AHP).Finally,the security evaluation index system in "Security-Quality-GDP" system model will be formed,which has 28 indicators consisting of poverty index,natural fear index and society fear index.This article selects 31 provincial administrative regions as samples for empirical research,using the index system to to verify the availability and science nature of the indicators.Besides,the paper will compare the results of using "GDP quality " model with "Security-Quality-GDP" system model and make a brief analysis.Mainly due to regional differences of economic development and stressing security,there is pretty gap between regional security situations.Therefore,this paper puts forward three suggestions:firstly,from the perspective of the top-level design,the government should attach great importance to the security maintenance,making security to turn into the technology tools of the development;then,the government should exert macroeconomic regulatory to balance regional security situation gap,and provide a stimulating policy environment and fair market economy for whom temporarily drop behind in security evaluation;additionally,to promote"Quality Power" and "Peace China" construction process,the government should dedicate to make the "security","quality" and "economy" become a mutually symbiotic system.Reflections in the end,this article puts forward the perfect suggestions about security evaluation index system:perfecting the evaluation process;enhancing indicators purpose;strengthening the public discourse in the index system.It is expected that the security evaluation index system will be the effective tool for security governance.
