| With the continuous progress of human civilization,the issue of environment and sustainable development has received more and more attention.For a long time,the eyes of all walks of life have focused on how to manage urban environmental pollution,and have paid less attention to rural environmental governance.Gansu Province is located in the northwest of China,the upper reaches of the Yellow River and the Yangtze River.The water and soil loss has been serious for a long time,and the ecological environment has been deteriorating.Gansu’s ecological environment governance is not only a long-term problem facing the development of the economy,but also an inherent requirement for building a new socialist countryside.As a new concept of social capital,there are fewer domestic scholars involved in this field and discussing its role in environmental governance.Some studies abroad have shown that social capital can play its role in rural environmental governance through its unique nature and function,and improve the efficiency of rural environmental governance.Based on the field survey data of 2016 in Gansu Province,this paper first summarizes the status quo of environmental pollution and governance in rural areas of Gansu Province and the status of social capital.It is found that the pollution of rural areas in Gansu Province is relatively serious,multiple pollutions are intertwined,and the environmental governance effect is not good.There are "failures" in grass-roots government departments,the lack of access to farmers’ environmental protection information,and poor management and protection of environmental protection facilities.The survey shows that the potential social capital in rural areas in Gansu Province is abundant,social trust is high,the frequency of reciprocal participation is high,social cohesion is good,and there are conditions for cultivating and developing positive social capital.Secondly,this paper uses STATA statistical software to establish a discrete selection model for the effect of comprehensive management of social capital and rural environment.Based on the model output,it analyzes the degree of impact of various elements of social capital on the effectiveness of rural environmental governance,and finds that government trust,participation in public affairs,and society There is a significant positive correlation between social capital elements such as cohesion and environmental comprehensive governance effects.It is concluded that the credibility of grass-roots governments is a key factor affecting the comprehensive management of rural environment,and the promotion of villagers’ participation in collective affairs is animportant factor in improving the effectiveness of comprehensive rural environmental governance.The means to cultivate a strong social cohesion in villages is an important way to improve the effectiveness of comprehensive rural environmental governance and the related conclusions that villagers’ political participation has no significant impact on the effect of comprehensive environmental governance.Finally,the article discusses the status quo of environmental pollution and governance in rural areas of Gansu Province and the status of rural social capital,and analyzes the impact of social capital factors on the effectiveness of rural integrated environmental governance,and from the perspective of improving the credibility of grass-roots governments,clarifying the positioning of functional departments,and strengthening rural areas.The establishment of community cooperative organizations,increasing the investment in rural environmental protection human resources,and raising farmers’ awareness of environmental protection have raised policy proposals for rural social capital to improve rural environmental governance efficiency. |
