| With more than 60 years of construction and development,China has initially established rounded natural reserve system which has played an important role in protecting natural resources,ecological environment rare wildlife as well as in maintaining the balance of natural ecosystems.Although administrative orders and legislations are main methods to seek reconciliation between natural resources protection and community development for a long time,yet neglect of the rights and interests of local communities leads to increasing contradiction between reserves and local communities,leaving the goal of protecting natural resources and biodiversity blocked,and inevitably the effectiveness of management protection is reduced.At present,as a new management mode of nature preserve,community co-management has attracted more and more attention to the management organization of reserves.Different from traditional isolated management modes,community co-management of nature reserve is open and involving,focusing on mutual benefit.This mode integrates community involvement into reserve management,which achieves mutual development between resource protection and communities.Under new historic condition,co-management will reconcile conflicts between natural reserves and communities,and itself is playing an important role in harmonious development of both natural resources protection and economy.This paper focus on the current development and status of co-management of Heihe Wetland Natural Reserve.Theories of natural reserve protection,community co-management,and sustainable development are used in analyzing the problems of co-management found in the reserve,and based on which,experience of co-management from other countries are referred to in establishing policy measures and safeguarding system for the natural reserve.Hopefully,the paper will provide the local government with theoretical support in solving conflicts between Heihe Wetland Natural Reserve and surrounding communities,coordinating relationship between natural reserve and local government,strengthening the capacity of self-development in local communities as well as promoting sustainable development of the natural reserve and communities. |
