With the rapid development of social economy and the accelerating process of urbanization,land requirements are becoming wider and forms of development and utilization are more extensive.A series of rigorous ecological environment problems happened,such as chaotic space of development,extremely cost of resources and environment,and intensified contradictions between the ecological space.Therefore,how to ensure sustainable use of limitedlandresourcesandthehealthydevelopmentof“ecological-production-living space”has become one of the hot spots in the current environmental science research field.The ecological protection redline is the bottom line for ensuring and maintaining the regional ecological security at the legal level.Once divided,it must be strictly enforced.However,it is clear to face regional socio-economic development issues in actual implementation.Therefore,it is more significant practically to divide the ecological protection redline considering the development factors.Under the guidance of ecology theory and complex systems theory,the index system of ecological protection importance was establelished in Gaoping,Shanxi Province.By GIS and RS technology,model quantitative analysis method,the ecological protection redline was preliminarily divided based on the ecological protection analysis,which based on grid system.Then analyzing the regional development status of the research area,the results of initial demarcation was optimized and adjusted by adding development factors,and finally the redline area management and development direction was put forward.The main results are as follows:(1)The index system and models were established.Based on the situation of land use and the characteristics of the natural environment,the major ecological and environmental problems in the study area were clarified.The importance index system of ecological protection was establelished from the aspects of the sensitivity of ecological environment and the importance of ecosystem services.The individual and comprehensive ecological index quantitative models were separately establelished.(2)The ecological protection redline was divided based on ecological indicators.The six types of special ecological protection reserves were investigated including provincial scenic spot,wetland park,and key spring area.By overlaying the anlaysis results of the importance of ecological protection and the vectorized data of special ecological reserves,the importance of ecological differences was expressed and the ecological protection redline was preliminarily divided.Preliminary results from a designated were as follows:The total area of the redline area is 121.16 km~2,accounting for 12.81%of the total area of the study area.It is mainly distributed in the western and central mountainous regions,in southeastern of Shimo township,and special sensitive points that are scattered in towns.(3)The regional development situation was analyzed.Based on the sophisticated systems theory,nine factors from society,economy and resources aspects were selected to analyze the regional development status and development coordination.Current status analysis results are as follows:The development status of the city is overall coordinated;70.36%of the areas are basically coordinated development;highly coordinated development areas are concentrated in urban areas and Sizhuang town;extremely imbalanced recession areas are mainly distributed in Shimo town,Jianning town and the south of Yonglu town.(4)The ecological protection redline was optimized combined with the development factors.The preliminary divided redline was superimposed and adjusted on the established mining enterprises,traffic network,and historical and cultural villages.The results are as follows:the adjusted redline area was76.65 km~2,accounting for 8.11%of the total area of the study area.The redline has no intersection with large-scale mining enterprises,urban roads,and residents’villages.After GPS positioning and field trips,the optimized ecological function position,spatial distribution,and scope of the redline area are in accordance with the natural ecology and takes into account the actual situation,which is more reasonable to apply to practice.(5)The management and development direction in redline area were researched.The redline district implements space management and control,and also pays attention to protection and development.In the future,the redline area should be circumvented in the layout of mining enterprises,transportation and tourism planning.A small number of small-scale mining enterprises that have been designated in the redline area should gradually relocate before the redlines are landed,and supervised and resettled properly by the government departments.Large-scale pillar enterprises should develop under the premise of ecological protection to ensure the proper match of“protect”and“build”.
