The government, as a principal operator of public hospitals, should shoulder the responsibility to advance the performance appraisal system. Because a suitable performance assessment is not only essential to set up incentive and constraint mechanism for public hospitals, but also guide their developmental direction, improve the professional level of management. More importantly, it is necessary for public hospitals to implement their public service and lead to the social benefit.Tianjin is one of the second batch of national public hospital reform pilot cities. Therefore, it is very important to establish a reasonable performance appraisal system of public hospitals, before the reform of public hospitals in the Binhai New District starts.This thesis mainly verified the concept of performance appraisal system through a thoroughly literature review and related professional works. Moreover, it theoretically analyzed the public and social benefits of public hospitals, based on the purpose of government running public hospitals and their responsibility. The public hospital performance evaluation highlighted the importance of service and satisfaction, in terms of demands and needs from both doctors’ and patients’ sides. Additionally, it emphasised the sustainable development and continuous improvement of assessment for public hospitals ground on achievement on management and science research of hospitals, from the point of view of the development of public hospitals. The thesis also summarized the attainments from international and domestic performance assessments, and focused on successful assessments in Shanghai and Sanming City in Fujian province. In order to find out the existing problems, it analyzed all kinds of the present assessments index systems of public hospitals in Binhai New Distract, and then reviewed their inadequacies. Besides, the longitudinal comparison was conducted in the core data of the performance evaluation between two secondary public hospitals, combined with status of the operations of the whole public hospitals in the Binhai New Distract. Eventually, it provided several suggestions to improve the performance appraisal system for public hospitals, mainly on the content establishment and implementation methods, in Binhai New Distract from different aspects, namely the objective, indicators, methods, effectiveness and long-term improvement.
