As the main body of China’s medical and health service system,public hospitals bear important responsibilities for the development of medical and health undertakings.The process of the new medical reform is constantly advancing.In order to meet the people’s increasing demand for medical and health services and effectively alleviate the livelihood problems such as "difficult and expensive to see a doctor",it is imperative to improve the existing management mode of public hospitals under the new situation.As a scientific means of public hospital management,the traditional performance appraisal method is no longer applicable to the development and management requirements of public hospitals in the new era.Therefore,it is necessary to innovate the concept of performance management,establish a comprehensive performance appraisal system of public hospitals that meets the requirements of modern management,highlight the functional positioning of public hospitals,improve the level of medical services and operation efficiency,and reflect the purpose of public hospitals’ social welfare.This thesis takes the performance appraisal of public hospitals under the background of new medical reform as the starting point,and expounds the development and achievements of performance appraisal of public hospitals at home and abroad.Firstly,the core concepts and basic theories related to performance appraisal of public hospitals are clarified,and the basic situation of performance appraisal of three-level public hospitals in Xuzhou is briefly described.Taking the X tertiary public hospital in Xuzhou as the research object,combined with the current national public hospital performance appraisal policy,through questionnaire survey and expert interview,this thesis makes a comprehensive analysis of the current situation of the hospital performance appraisal.Based on the relevant theories of public management,it is found that X hospital has some problems in the implementation of performance appraisal,such as the disconnection between the performance appraisal in the hospital and the hospital’s development strategic objectives,the weakening of public welfare,the lack of innovation in the appraisal indicators and the emphasis on economic benefits,the low degree of informatization,the incomplete implementation of performance communication and feedback,and the low degree of attention to performance results.The reasons for these problems are analyzed,The main reasons are that the hospital is not fully prepared for the implementation of the new policy,the leadership and staff performance appraisal concept is backward,the hospital has a low degree of fine management,the design of appraisal indicators is lack of scientificity,the performance communication and feedback mechanism is lack,and the application of performance results is lack of comprehensiveness.Finally,aiming at the problems and causes of performance appraisal of Xuzhou X tertiary public hospitals,the author takes the objective management theory,two factor theory,public product theory and balanced scorecard theory as the theoretical basis,and puts forward that we can actively implement policies,innovate appraisal ideas,strengthen hospital fine management,strengthen hospital information construction,establish and improve performance communication and feedback mechanism,expand the application scope of performance appraisal results to optimize the performance appraisal system of X hospital,optimize the allocation of hospital resources,reduce costs,achieve sustainable development,broaden ideas for the development of performance appraisal of public hospitals,and speed up the process of performance reform of public hospitals. |
