Health care system reform is a major event relating to people’s livelihood. CPC Central Committee and the State Council issued an "opinions of health care system reform" in March 2009, and "opinions" clearly pointed out that efforts should be made to reform the human resources system, improve income distribution and incentives, implement the system of comprehensive performance evaluation and post-performance based salary in line with service quality and workload, and effectively mobilize the initiatives of health care workers. Daqing Oilfield General Hospital is the largest hospital in western region of Heilongjiang province. In recent years, with the increasing amount of patients has brought great pressure to hygienic personnel, their work enthusiasm and job satisfaction is declining. The existing compensation system has not fully play an incentive role. How to improve compensation system for hygienic personnel becomes a realistic subject in front of Daqing Oilfield General Hospital.Firstly, this paper systematically sorts the domestic and foreign scholars on the issue of compensation system for hygienic personnel in public hospitals, and summarizes the concept of compensation and compensation system, compensation theory and incentive theory, provides the corresponding theoretical basis for the follow-up research on compensation system optimization for hygienic personnel of Daqing Oilfield General Hospital. Secondly, this paper makes a summary for the present salary system which constitutes post wage, allowance, bonus and welfare, and combined with the survey results of satisfaction on compensation system to hygienic personnel, find the problems existing in current hospital compensation system, including hygienic personnel’s salary the overall level is low, salary structure unreasonable, salary incentive mode failure, compensation assessment weak links etc. and analysis the reason of problems existing in compensation system. Again, this paper proposed specific measures of compensation system optimization for hygienic personnel of Daqing Oilfield General Hospital: based on determine compensation system optimization principle and the compensation system optimization overall process, through carried out to determine the compensation strategy, work analysis, to carry out post evaluation and compensation survey in order to lay a solid foundation for proposing the specific compensation system optimization for hygienic personnel of Daqing Oilfield General Hospital. And then put forward the specific optimization scheme for hygienic personnel from post wage,allowances, bonuses and benefits, including determine the basic salary on the basis of the position grade structure of hygienic personnel, simplify the complex allowances, open the monthly bonus level gap reasonable, improved internal reward distribution, adjusting the standard of holiday allowance and issuing period, adjust the heating costs of property distribution policies, etc. Finally, this paper proposed guarantee measures to ensure the smooth implementation of compensation system optimization for hygienic personnel of Daqing Oilfield General Hospital from organization, system and funds.
