With the continuous aging of the population process,China's aging population continues to expand.With the growth of age,middle-aged and the elderly groups continue to decline in their own resistance,therefore,are bound to become the main part of the use of health care services.In order to meet the needs of the broad masses of people with the use of health care services,our government respectively established the Basic Medical Insurance for Urban Employees,the New Rural Co-Operative Medical System as well as the Basic Medical Insurance for Urban Residents.These three together form the main body of the multi-level medical security system and play important role in the protection of the health improvement of citizens.The achievement of nearly universal coverage for social health insurance for the elderly in China.It is remarkable even in worldwide to accomplish nearly universal coverage of social health insurance in such a short time.However,we have to admit that,because of the dual economic structure in China's urban and rural areas,there's a big distance between urban and rural residents in health care services.This study is based on the theory of welfare economics,and try explore how to narrow the utilization of health care services between urban and rural residents,thereby improving the health situation of urban and rural residents and enhancing social well-being.Firstly,describe the development of the basic medical insurance system in China and the achievement of the national health by using macroscopic statistical data.By analyzing data in the China Health Statistics Yearbook,the study,describes the differences between urban and rural residents in the demand and supply of health care services.In the mortality rate,medical expenses,health costs,number of medical beds per thousand people,a big distance had been find between urban and rural residents.This also determines there is a big difference between the urban and rural residents in the access to the use of medical resources.Secondly,this paper built the basic empirical model after summarized the CHARLS.Examine the degree of medical service of urban and rural residents' utilization of health care from "times of outpatient in the last month","cots of outpatient in the last month","total costs in hospitalized in the last year","out-pocket pay in hospitalized in the last year" these four dimension.The study foud that income level,the level of education,medical insurance schemes were the main reasons that caused the differences between middle aged and elderly of urban and rural residents in health care utilization.According to the research conclusions,this paper argues that it is necessary to narrow the utilization of health care services in middle-aged and elderly residents,enhancing all residents' health situation and increase the social's well-beings.This study provides some policy suggestions:Increase investment in rural public health facilities;Accelerate the integration of urban and rural medical insurance system;Moderate expansion of medical insurance reimbursement range;Improve the income level of rural residents.
