Study On The Willingness To Pay For The Basic Medical Insurance Of Migrant Workers

Willingness to pay is an important standard to improve the rate of basic medical insurance for migrant workers.Migrant workers’ willingness to pay health insurance is more intense,the higher the enthusiasm of the insured,but also to improve the overall coverage of basic medical insurance for migrant workers in China.The majority of Chinese migrant workers in the city is poor in the environment,hard conditions,long working hours,the risk of disease,the health of their own great.However,the majority of migrant workers lack of awareness of health maintenance,awareness of the basic medical insurance is not enough depth,mostly to consume health to earn income,is not conducive to long-term labor production of migrant workers.At this stage,migrant workers overall coverage is low,characteristics of the health care system in China the regional division and the division between urban and rural areas and hinders the migrant workers to obtain the corresponding health care treatment,which is obviously and the goal of the development of China’s social security system against.Therefore,it is necessary for us to study the willingness of migrant workers to pay for medical insurance,in order to improve the insurance of migrant workers basic medical insurance and the level of protection,and promote the construction of the national unified labor market.This study first on the topics of the background and significance of the study to carry on the explanation,reviews the domestic and foreign scholars on migrant workers basic medical insurance payment willingness of literature review,and introduces the theoretical basis of this paper,the Grossman health demand theory and welfare economics theory and the key noun defines the concept.Secondly,the article reviews the basic medical insurance of peasant workers policy process,migrant workers health insurance status and ability to pay for analysis,and based on the interview to study the impact of migrant workers medical insurance payment ability of potential factors.Again,this paper based on field investigation data,an empirical study on the influence factors of peasant workers’ basic medical insurance willingness to pay,the focus of the study is the effect of Medicare reimbursement convenience and health variables of migrant workers medical insurance willingness to pay.Finally,the paper puts forward policy recommendations based on empirical results.This study found that China’s basic medical insurance for migrant workers insured status for overall enrollment rate low,at the same time the insured rate of industry and regional differences;migrant workers’ income and consumption level and Medicare payment ability of relevance.And the results of empirical studies show that,the degree of medical insurance reimbursement more convenient significantly increased the migrant workers’ willingness to pay;health status is poor,migrant workers’ willingness to pay lower;received vocational training of migrant workers have strong willingness to pay;the income of migrant workers and Medicare payment means may present significant positive correlation;work environment is poor,conversion the working frequency of the city more is the willingness to pay lower;family cultivated area more migrant workers their willingness to pay.In order to improve migrant workers’ willingness to pay for health insurance,and enhance the ability of migrant workers’ medical insurance payment,this paper suggests to take the following measures: first,to establish a unified system of basic medical insurance in different places.Can establish inter regional health insurance network system,establish a standardized medical insurance information management system,accelerate the integration of urban and rural basic medical insurance to promote the construction of a unified basic medical insurance reimbursement system.Second,strengthen the health education of migrant workers.Government departments should establish health education and training courses for migrant workers,migrant workers should work hard to learn health knowledge,social media should promote the establishment of a great national health promotion everyone to maintain a healthy social environment.Third,to strengthen the financial assistance to migrant workers basic medical insurance individual contributions.The government should subsidize the implementation of individual contributions to the difficulties of migrant workers,and thus promote the difficulties of migrant workers to enjoy the medical treatment.Fourth,the establishment of basic medical insurance of migrant workers pay a variety of grades.Will Medicare payment according to a certain grade division,to allow migrant workers to obtain enough choices,should further implement the payment responsibility of enterprises,expand coverage,establish a pay grade transfer system,so as to effectively guarantee the medical insurance of migrant workers rights and interests.
