| Objective : To provide a reference range for evaluating response capacity of CDC,to establish an evaluation index system for evaluation of the centers for disease control and prevention response capacity for public health emergency.The study about the status survey of emergency response system in CDC of Guangxi was carried out to understand the excellence and weakness.To provide evidence for improvement of emergence response capacity.Based on the status survey,to construct an evaluation model of CDC response capacity for public health emergency in order to analysis response capacity.To forward suggestion based on existing problems and provide evidence for the emergency management.Methods:(1).literature research method: establish an evaluation index system with searching the relevant government websites and retrieving the relevant policy documents,data report and literatures on purpose.(2).Delphi expert consultation method: based on two rounds of expert consultation to established the finally index system.(3).Analytic hierarchy process(AHP): construct hierarchical model and a judgment matrix by basing on the Saaty scale to weight determination of the evaluation index system.(4).Questionnaire survey: based on establishing an evaluation index system.We design questionnaires,then use questionnaires to conduct among the 14 cities’ CDCs and 75 countries’ CDCs in Guangxi.Results:(1).construction of evaluation indicator system of emergency response capability of public health events for CDC at all levels in Guangxi after two rounds of expert consultation.Including 6 first class indicators,20 second class indicators and 53 third class indicators.6 first class indicators include organization system,emergency team,monitoring and warning,actual emergency response capability,emergency protection,Information communication and departmental collaboration.Reliability and validity analysis were adopted to test every indicator.evaluation indicator system had good internal consistency and validity which can be used for further CDC capacity for PHE assessing.(2).The weighted linear comprehensive evaluation model were established for evaluation indicator system of emergency response capability of public health events for CDC at all levels in Guangxi.Z=1000*0.25*[0.20*(0.67C1+0.33C2)+0.48*(0.45C3+0.12C4+0.31C5+0.12C6)+0.32*(0.5C7+0.5C8)]+……+1000*0.10[0.20*(0.67C46+0.33C47)+0.30*(0.67C48+0.34C49)+0.40*(0.67C50+0.34C51)+0.10*(0.34C52+0.67C53)](3).The results from the questionnaire survey on emergency response capability of public health events for CDC at all levels showed that emergency public health response has made better progress.Making progress on emergency plan and emergency system,monitoring and warning...but deficiencies existed in The establishment and improvement of the organization,improving the quality of emergency personnel,laboratory testing technology,training and Training exercises,assessment work.(4).The result of using comprehensive evaluation model to assess emergency response capability of public health events for CDC showed that emergency response capability at medium level of CDC are the most major,CDCs’ CPHEP varies.Overall,city-level CDCs’ CPHEP were better than county-level CDCs’.Using Rank correlation to analys emergency response capability,Per capita GDP and Public finance investment(medical investment).The result showed that emergency response capability was not connected with Per capita GDP,but Emergency team and Actual emergency response capability were connected with Public finance investment(medical investment).Conclusion: It is crucial that we should construct a reliable index system for evaluating the capability of emergency response when emergent events ofpublic health response occur in Guangxi.What’s more,emergency organization system,the construction of emergency response team,monitoring and early warning,actual response and emergency security as well department cooperation and social support had done well in past years but remain to be further improved.Finally,the capability of emergency response in Guangxi was good,the cities’ capability were better than countries’.However,there was no relationship between the capability and GDP while there was an positive correlation between the two indexes including emergency organization and the actual response and government medical spent. |
