With China’s medical and health system reform,the social demand for medical service is also growing,unreasonable allocation of medical resources have become increasingly prominent,the coexistence of insufficient resources and waste.As the most important basic medical and health personnel and the most energetic resources,the quality of the construction of human resources related to the grassroots medical services,medical services is a key factor in promoting sustainable development.Community health education is an important part of the health service system,the foundation and the premise is the city health service for the sustained and healthy development,strengthen the construction of community health personnel not only affect the sustainable development of health service.It also affects the quantity and quality of health services provided and is important to continually meet the needs of the growing basic medical and public health services.The research on Urumqi City Tianshan District community health personnel as the research object,in reference to the competency theory,based on the stimulation theory,using literature research,questionnaire survey and in-depth interviews,for staff recruitment,management,training and personnel flow,finding out the problems,analyze the reasons,to provide useful countermeasures to further improve the construction district community health personnel.Based on the research results of the comprehensive analysis,found that the construction of community health personnel in Tianshan mainly has the following problems: lack of talent demand forecasting,recruitment interview method is not scientific,high-quality talents and minority health recruitment talent shortage;The troop structure is unreasonable,general practitioners and public health personnel shortage,performance assessment form;training to develop a single weak effect,lack of scientific and systematic training,the lack of high-quality training of teachers;the brain drain problem is serious,poor stability.In view of the above problems are analyzed,and puts forward the corresponding countermeasures and measures to optimize the structure of community health personnel recruitment mechanism mainly includes: Tianshan perfect community health care personnel,establish scientific and reasonable training mechanism,and improve the mechanism of community health personnel,incentive mechanism reform of community health personnel.
