Research On The Major Problem And Countermeasures Of Medical And Health Supervision In S District Of Guangzhou

The party and the state have always attached importance to people’s health,and the health supervision can has the function of ensuring and improving the health level of the civilians.However,the current health supervision and management system lags behind the development of medical and health services,resulting in some problems to be solved.Therefore,it is necessary to carry out research on medical and health supervision to better protect the rights and interests of the civilians.This study through the literature to understand the domestic and foreign research results of medical and health supervision,and based on the Law-based administration theory,New public service theory,Public goods theory and the Equilibrium resource theory.And the research is by means of literature research and survey research to know the medical institution in S District of Guangzhou Municipality and its operation,the Medical and health supervision institutions and their duties,medical and health supervision of the content,basis,process,team building,material allocation and information technology.Analyzed the daily log about the health supervision information system of 330 medical institutions in S district of Guangzhou Municipality during 2013 to 2015,88 cases of administrative penalty,353 cases of complaints files and the law enforcement instruments of medical and health supervision,and talked with the concerned people in order to know the main measures,work mechanism,daily supervision and work effort.The research have found the following problems of S district medical and health supervision: the supervisor configuration of the institution is in acute shortage,the supervision materials is lack of protection,the information construction is not perfect,the quality of the team is not high,the inspection and supervision is inadequate and the strength of punishment is not enough.By studying on these problems,can found out the reasons are the inadequacy between supervisor configuration and supervision tasks,supervision funds and supervision tasks,supervision level and supervision tasks,supervision laws and supervision tasks.Furthermore,the subject of supervision is non-standard,the health supervision of authority orientation is undefined,as well as that administrative intervention is existed in health supervision.Therefore,the author believes that the future work should focus on the following aspects: supporting the team by configuring the health supervisor scientifically andinnovativing training forms;increasing and improving the investment of supervise material;hiring professionals to strengthen the information construction;building vertical management system and straightening out the situation ’ s responsibilities;improving the supervisory effectiveness by focusing on the weakness to implement classified management,paying attention to publicity and guidance to improve the safety awareness of medical treatment,and strengthening the basic research to make the best use of information;and perfecting the legislation suggestions from the basic point of view.
