Study On Problems And Countermeasures Of Medical And Health Supervision And Law Enforcement In J District Of Y City

The report of the 20th National Congress of the Communist Party of China(CPC)mentioned deepening the reform of the administrative law enforcement system,comprehensively promoting strict,standardized,fair,and civilized law enforcement,and increasing law enforcement efforts in key areas that affect the vital interests of the people.At the same time,deepening the reform of the medical and health system and promoting the coordinated development and governance of medical insurance,medical care,and medicine are mentioned in promoting the well-being of the people and improving the quality of life of the people.As an administrative law enforcement work in the medical and health field,the optimization of medical and health supervision and law enforcement is not only a development demand in the medical and health field,but also an important content of the reform of the administrative law enforcement system.Starting from 2020,new laws and regulations in the field of medical and health care,such as the Law of the People’s Republic of China on Basic Medical and Health Promotion,and the Law of the People’s Republic of China on Physicians,have been gradually promulgated and implemented over the past few years.The field of medical and health legislation has ushered in new developments.Grassroots medical and health supervision and law enforcement work needs to be adjusted with the development of the legislative field.In recent years,J District of Y City has achieved certain results in medical and health supervision and law enforcement,but grassroots medical and health violations are still repeatedly prohibited,seriously affecting the protection of the people’s health rights and interests.The study is divided into three steps.The first step is to study and read the domestic and foreign literature on medical and health supervision and law enforcement,and based on the policy documents on medical and health supervision and law enforcement over the years,combing out the current health supervision and law enforcement of the overall research status.The second step is to develop questionnaires for law enforcement personnel and law enforcement targets,as well as for the general public,and to conduct non-structural interviews with law enforcement personnel on the front line of medical and health supervision and heads of institutions,The third step is according to the results of the questionnaire and non-structural interviews,according to the elements that exist in the process of medical and health supervision and law enforcement,starting from the four dimensions of law enforcement basis,law enforcement agency,law enforcement object and law enforcement process,analysis of the current law enforcement work in the grass-roots medical supervision is difficult to implement the basis for law enforcement at the grass-roots level,law enforcement agencies weak,on the basis of the new public service theory,some suggestions are put forward,such as improving the establishment of institutions,optimizing the idea of law enforcement,etc.,according to the theory of cooperative governance,the author puts forward some suggestions,such as perfecting the system construction,strengthening the training assessment and supporting guarantee,strengthening the coordination and supervision in the process of law enforcement,etc.,to realize the common value goal of optimizing the medical service market for all stakeholders.It can provide some experience for other areas,and also provide some reference for the construction of our country’s health supervision system and the development of medical and health undertakings.
