Problems And Countermeasures Of Emergency Rescue System In Hebei Province

In recent years,the cost of medical services has increased with the level of medical technology and medical services ability.Although the increase in per capita income to a certain extent,digestion of the impact of medical services costs,the increase in per capita income levels does not meet the demand for medical services,especially for low-income groups and other socially vulnerable groups.In the event of anxious,severe cost more than before,has affected the timely treatment of this part of the group.In March 2013,the general office of the State Council promulgated the "Guidance on the establishment of emergency rescue system for diseases",required the establishment of disease emergency relief funds in various regions,rescued of patients in China for acute and serious injuries,need first aid but the identity is not clear or unable to pay the corresponding costs of patients.In July 2014,the Hebei Provincial Government Office issued the "the implementation of emergency response system of disease advice in Hebei province",established the Hebei province disease emergency rescue system implementation measures and related measures,lifted the lowincome groups and other socially disadvantaged groups’ worries when accepting first aid in Hebei province.However,System’s implementation time is a little shorter,parts of the policy contents are lack of operability,have some worthy discussion in the fund management,system coordination,identification and other aspects of the emergence.This article is based on fully understanding the establishment and development background of the emergency rescue system in Hebei province,combines with the theory of medical assistance,learns from different types of medical assistance research experience and results,describes the main contents of the emergency rescue system in Hebei province.This paper systematically analyzes the present situation of emergency rescue system in Hebei province,summarizes the practical experience of emergency response,and explores the problems that exist in this process.According to the existing conditions for the implementation of emergency relief in Hebei Province,puts forward the measures to promote the development of this rescue system in the fund management,information sharing,object determination and so on.
