Evaluation And Analysis Of Emergency Medical Rescue Capabilities For Rural Emergencies

China is one of the countries with frequent disasters in the world.It is often threatened by sudden disasters.Restricted by geographical location,resources,technology,personnel and other factors,rural public health investment is insufficient,talent mechanism is imperfect,and policy implementation is not in place.Emergency public events in rural areas are more destructive and urgent.The construction of rural emergency medical rescue is also different from the complexity and particularity of the city.The construction of rural emergency medical rescue is becoming more and more important.In this paper,literature research and empirical research are combined to grasp the research status of rural emergency medical rescue through the collection,collation and analysis of relevant literature at home and abroad.This paper outlines the current situation of emergency medical rescue in rural areas of Hunan Province from two aspects of system guarantee and resource situation.In this study,11 rural areas with different levels of economic development in Hunan Province were surveyed with questionnaires.A total of1215 questionnaires were distributed and 918 valid questionnaires were collected.The data obtained were used to analyze the problems of emergency medical rescue in rural areas of Hunan Province.The main problems were: Insufficient knowledge publicity and rescue drills,Backward infrastructure of medical institutions,The quality of emergency medical rescue service in medical institutions is poor,The level of emergency medical rescue in medical institutions is limited,The enthusiasm of public participation in emergency medical rescue is not high.Based on the summary and analysis of relevant literature,three criteria layers,including the content of emergency medical rescue service,the results of emergency medical rescue service and individual cognition,are constructed.There are 12 evaluation index systems for emergency medical rescue ability of rural emergencies.The weight of each index is determined by the method of entropy weight,and the emergency medical rescue ability of11 cities and states in Hunan Province is ranked by TOPSIS model.Furthermore,11 rural areas are classified into three distinct areas by hierarchical clustering analysis method.The results show that:(1)From the comprehensive results,the top three in the evaluation of emergency medical rescue capacity are Changsha,Yueyang and Changde.(2)In the content evaluation of emergency medical rescue services,the top three are Changsha,Zhuzhou and Yueyang.(3)In the evaluation of the results of emergency medical rescue services,the top three are Changsha,Changde and Yueyang.(4)In terms of individual cognitive evaluation,the top three are Changsha,Yueyang and Changde.The emergency medical rescue capability of rural emergencies in different regions is divided into three categories by using hierarchical clustering analysis.The first type of rural areas are Changsha,Yueyang and Changde.The second type of rural areas are Zhuzhou,Hengyang and Zhangjiajie.The third type of rural areas are Shaoyang,Yongzhou,Chenzhou,Huaihua and Loudi.Finally,according to the empirical results,the policy recommendations to improve the emergency medical rescue capacity of rural emergencies are put forward.
