People enjoy social stability and modern civilization while are increasingly threatened by disasters and accidents.With the support of information technology,an emergency management system with Chinese socialist characteristics has been formed.Due to the rapid development of urbanization and change of social contradictions,people put forward higher needs for emergency management and medical rescue.Emergency management and medical rescue activities have faced greater challenges than any previous era.Shenzhen is an important window of reform and opening up,but its medical rescue management network,team distribution and emergency medical supplies cannot meet the needs of medical rescue.Since 2020,China’s emergency medical rescue has improved its mechanism and mode by following the scientific deployment of the 14 th Five-Year Plan.However,there are still some shortcomings in the mechanism and organizational construction,which need to be addressed and improved urgently.This paper discusses the basic theory and research articles of the emergency medical rescue system and conducts a specific analysis of Shenzhen by introducing the theories of risk society,crisis management and holistic governance.It focuses on typical cases and their lessons.Questionnaire and interview were used to investigate medical rescue workers and obtain development status,process,achievements and deficiencies of the system.The causes behind the problems were analyzed,such as the top-level design and structure of the rescue system is not ideal.The strategy of optimizing the construction of emergency medical rescue system is proposed to enrich related theoretical research and provide inspiration for improvement in the case city and other regions.
