Only while the agricultural problem is resolved and farmers life is improved as well as urban and rural areas achieve progress together can China has been developed in the true sense. But the fact is that the urban-rural dual structure is more and more serious and the gap between urban and rural areas is more and more big. The new type rural community emerges at this historic moment to solve these problems. In order to realize in-situ urbanization, improve the balance between urban and rural development and promote the integration of urban and rural areas, the government of Henan province implements the new type rural community as a path of New-style Urbanization on its own condition, which has a vital role in the realization of modernization transformation.Pushui Community which is built to answer the call of the superior is located in A city of Henan province. Both address and scale of Pushui Community are in accordance with the conditions of development on constructing new type rural community in city. As the first batch of pilot project in A city, Pushui Community has a certain development advantage.It starts building in this context while many kinds of problems arise. This paper selects Pushui Community as the object of study and makes further observation by describing the real situation of construction, summarizing problems and analyzing the reasons meticulously, in order to provide theoretical knowledge and services to further improve the modernizationthe of rural community construction.Firstly,this paper provides a brief introduction of backgrounds of the construction and general information of Pushui Community. Pushui Community is built to answer and carry out the call of the national policy. Both the geographical position and the concerned villages scale meet the development requirements of the local municipal government. Its geographical position has a certain advantage in terms of further development and villager employment. Industry in concerned villages also has advantages, as commercial crops have taken place of a great amount of cereal crops. Either economic condition or ideational system can help the community develop well.Secondly,this paper provides a brief introduction of the construction mode and operation mode of Pushui Community, which reflect demands for accelerating schedule and completing land consolidation fast of the local municipal government. It points out some problems under this mode during the community construction and then classifies and illustrates them. In the following it analyzes the causes meticulously that the local municipal government attaches inordinate attention to complete the task of the superior and ignores the interest appeals of villagers.
