A Planning Construction Case Study On New-type Rural Community Of Henan Province

The construction of socialist new-rural and new-type rural community is the important way to implement the development of scientific concept, coordinate urban-rural relation and construct the well-off society. Guidance of State Council on speeding up Central Plain Economic Region construction is issued on September28th,2011, which clearly proposed that coordinating urban-rural planning construction, optimizing countryside layout and realizing socialist well-off society. Henan government began to construct socialist new-rural countryside in2005with respond to the call of CPC Central Committee and then constructed a number of new-type model community, which strongly promoted the coordination urban-rural development. However, there are some undesirable phenomenon appeared in the new-type rural community planning construction process in Henan Province such as unreasonable planning design, the similar building mode and lack of land regulation. This paper gives a case study of Daiping new-type community of Lushan county in Henan Province based on new-type community planning construction theories, which analyzes the achievements, problems and experience lessons of Daiping new-type rural community planning construction. Through this study, it will bring some economic and social benefits of drawing up reasonable planning program, economizing the cost of new-type rural community construction, improving the infrastructure construction level, economizing the rural construction land, improving new-type rural construction enthusiasm, increasing the farmers’income and enhancing the government efficiency, which will also provide some reference to construct new-type community construction for future regional construction of Henan government.This paper can be divided into three parts. Firstly, from the analysis of the origin, definition and standard of new-type community construction, it analyze the recent theory and practice of new-type community construction, and then points out the important role of new-type community on constructing harmonious society. Secondly, this paper gives a focused research on construction status of new-type rural community, and analyzes the successful experience and encountered obstacles of new-type rural community. Finally, this paper puts forward some relevant countermeasures and suggestions on planning and constructing new-type rural community in Henan Province based on the planning construction practice of Daiping new-type rural community in Henan Province.
