In today's world, talent competition in the country and the strength of the contest is to occupy an increasingly important position, regardless of any industry or sector to continue, healthy development, can not be separated from the topic of talent construction. Civil servants recruitment work is the introduction of talents is an important means for the government, to strengthen the building of the contingent of cadres, consolidating the party's ruling status and safeguard national long-term stability has significant and far-reaching impact.Current civil servant recruitment examination system to the civil servant law of the people's Republic of China, the provisions on recruitment of civil servants recruitment as the main legal basis, to open, equal, competition, preferred as the basic principles, requirements in recruiting civil servants to work to create an open and equal environment and form a good competition mechanism, so as to achieve outstanding talent. However, the current civil servants recruitment work still exist evaluation factors is not comprehensive, the use of evaluation techniques is not rich enough, evaluation results cannot fully and truly reflect the examinee ability quality, scientific recruitment examination system and related work needs to be further improved.This paper according to the relevant principles of modem personnel testing and assessment, including psychological characteristics difference, psychological characteristics of stability, entry matching, competency theory, proposed the study model of civil servants recruitment evaluation factors. Through literature survey and comprehensive analysis, to civil servants pass competency framework as the main body, combined with of current civil servants recruitment evaluation technology and factor analysis, to make a systematic study of civil servants recruitment evaluation factors. Innovation of this article is to design model for the study of civil servants recruitment evaluation factors, gives the evaluation factors of the use and research methods, which to the existing system of civil servants recruitment proposed suggestions to solve the problem.
