Civil service examination in recent years in our country has been a hot topic, thenumber of candidates has not diminished the potential image likened to a mightyforce to contend in single China’s first big test. Modern civil service examinationwritten test applied in China for19years, will continue to apply.The written test isdivided into "Shenlun"and "Administration Test".The written test scores in theproportion of the entire civil service examination results in50%~70%, which showsthe importance of the written examination in the civil service examination. Thislong-term applicable written examination system has its own rationale, higher testreliability and validity, the selection of another batch of administrative personnel forthe Government. How legitimate is this written test designed embodied in those areas,which is the problem to be solved.With this problem, the use of Weber’s theory of bureaucracy on the nationalwritten examination in the past10years, China’s civil service examination contentanalysis, the following conclusions:Written test: high efficient, high reliability. Written test for candidates are a hugenumber of civil service examination is undoubtedly a fair and efficient selectionmethod.Set of written subjects: subject and other classes, contribute to a comprehensive,objective, rational measure to check the emergency response capabilities of thecandidates, reading comprehension, inductive generalization ability, writing skills,and put forward countermeasures capability, demonstrated analytical ability, theability government workers should have the basic ability. And has a very strongperson level match.Written content settings for watching, written reflects the current administrativesystem layered basic orientation. Written with a strong selection and employmenttargeted. Written content is actually in strict accordance with the civil servicerecruitment rules are clear requirements of the capacity of the topic, with a strongperson level matching. Written by test check capabilities including emergencyresponse capabilities, reading comprehension, inductive generalization ability, writingskills, the ability to propose a solution, argumentation analysis capabilities, which isthe government workers should have the six basic skills. Therefore, the written test can be targeted to identify candidates possess the knowledge and ability level.Of course, written also has no way of the whole of society and selection ofqualified personnel, job related degree is not enough, test subjects such content laglimitations. This paper concludes with a written examination should be extended,written papers should be set to distinguish between different academic levels of thecandidates, written content should reflect the professional requirements, writtencontent should be handed over to the employer to set permissions and otherrecommendations.
