Territorial resources are the important materials for the development of economic society,so that the land resource is the precondition of county A' rapid economic growth.Therefore,A County Bureau of Land and Resources should balance the relationship of resources protection and economic development better.And idea is the key to solve problems so that A County Bureau of Land and Resources has leading and decisive function in the rational use of human resources.At present,China's public sectors' management mode of Human resource is gradually changing from traditional personnel management to human resource management.Although A County Bureau of Land and Resources efforts to keep up with the main stream,her pace still is not fast enough.This paper deep analyzes the present situation of A County Bureau of Land and Resources' human resource management and we find out three problems which is the lack of consciousness,the defect of system mechanism and the short of managerial personnel.These reasons are common in the human resource management of the public sector in our country,some of them are distinctive,such as the "dual leadership" of the land and resources department which is so complex.In view of the common and distinctive reasons,this paper puts forward some countermeasures to improve the human resource management.Based on the concept of advanced human resource management,A County Bureau of Land and Resources should allocate human resources rationally and strengthen the construction of organizational culture to enhance the level of human resources management so that accelerating A County Bureau of Land and Resources' development.This paper adopts the method of literature analysis,through the collection of journals,books,archives and so on to collect and collate relevant information,together with combining qualitative research and quantitative research methods to access to relevant information.And then,did many analyzes the human resources management mode of A County Bureau of Land and Resources and propose solution.
