Research On The Countermeasures Of Haizhu District Government To Promote Youth Social Work

In recent years,with the rapid development of social productive forces and dramatic changes of social relations,especially the impact of new media and social networking,causes a high incidence of youth problems.Traditional family,school education can't meet the needs of young people.How to escort for the healthy growth of young people has become a top priority of the government.The eighteen report of the Party pointed out : to strengthen social construction,we must accelerate the reform of social system.We will accelerate the formation of a social management system,including Party committees' leadership,government responsibility,social coordination,public participation and the rule of law.In this context,the social work of adolescents adapt to the reality.Through the purchase of social services,the government rely on the professional service of social organizations to make up for the lack of traditional youth management,better implementation of psychological counseling,personnel training of the teenagers,conflict mediation and other requirements.There have been some positive explorations of the youth social work all over the country.Under the guidance of the government,the youth social work in Guangzhou,Haizhu District,through a series of measures,such as policy support,capital investment,purchase services,service supervision,third party evaluation,has begun to take shape.But with the advancement of social work,the development environment of social organizations is still immature,lack of social work management,lack of professionalism of social workers,lack of public funding performance evaluation and other problem appear constantly.The author thinks that the youth social work is still in the exploratory stage.It is urgent that governments and related functional departments to play a role in the top-level design,supervision and management,cultivation and development,performance evaluation from the policy system,and guide the long-term development of social work.Based on the youth social work practice,from the perspective of public administration science,the author attempts to apply literature method,questionnaire survey and interviews,to be working on case studies and empirical analysis of Haizhu District youth social work.The article from three levels: strengthening cooperation to build and improve the social governance system,standardized management to enhance the level of youth social work,and establishing the rules to improve the system construction of social organization management,put forward the feasible suggestions and countermeasures for government departments.
