In the "Mid-and Long-Term Youth Development Plan(2016-2025)" issued by the State Council of the Communist Party of China,it is precisely mentioned that youth are the future of the country and the hope of the nation.Teenagers are flourishing,and the nation is prosperous.Promoting better and faster growth and development of young people is the basic work of the country and a strategic project in China.It is necessary to include youth social work services in the government's guidance catalog for purchasing services,and organize and implement youth social work service projects.The government purchasing social work services for young people means that the government uses the market mechanism,in accordance with certain methods and procedures,to discuss and sign a contract for purchasing public services with young social organizations that have the ability to undertake.Services are handed over to youth social organizations for production provision,and the government pays them a certain fee according to the contract.Transform government functions and mobilize social forces to participate in social governance.In recent years,some regions of the country have carried out relevant practices and explorations in the field of government purchasing youth social work services.While achieving certain results,there are still problems such as inadequate policies and systems,inadequate institutional mechanisms,and small scale.This article takes the government's purchase of social public services as the background,comprehensively analyzes the practice of the Shanxi provincial government's purchase of social work services for young people by comprehensively using the literature research method and case analysis method.Issues in the legal system,information disclosure,youth social organization acceptance,and monitoring and evaluation mechanisms.On the basis of combining the practical contents of some other local governments at home and abroad,it proposes feasible improvement measures such as improving the legal system,increasing the transparency of information disclosure,improving the capacity of young social organizations to undertake and improving the supervision and evaluation mechanism,and helping to improve the government 's purchase of youth social work services Service quality and purchase efficiency.
