1980s,the public management movement began to rise in the world,many countries' government began to change the policy idea and function,they pay more attention on public participation and public demand in social management,and emphasize the demand and service oriented in policy making process.In order to achieve this goal,we need to build a channel between the government and the public for the government to have a clearer goal in making policy,the government public service hotline emerged under this background,the core content is to provide the public policy advice,helping to seek and accept administrative complaints and other services,strengthen the government and public' relation in order to promote the implementation of the policy better and service to the public.In our country,the government public service hotline also started in the last century in 80 s,but the real popularity is in twenty-first Century,the main performance is the public service hotline,the mayor telephoneand so on.Along with the development of public management,public management is gradually on the rise,articles on policy formulation,the transformation of government functions,the government and the public communication and other issues have emerged,made a great contribution to the development of public administration,also provided a lot of theoretical support for the public management movement development.As an important channel to strengthen ties between the government and the public,the government public service hotline has also been concernedby many scholars,they produced many research achievements,made a great contribution to develop the governmental public service.However,by scanning the relevant documents,we can find that at this stage,researches on the government's public service hotline were mainly focused on how to develop public service hotline operation,there have been few studies on the association between the public service hotline and social management,especially the functions with the government work plan,and policymaking.This paper chooses Linyi public service hotline for example,deply analyzing the development process,the reality of the role and existing problems of Linyi public service hotline,and then on the basis connecting with public management research results and the advanced experience in other cities,to improve Linyi public service hotline,especially providing constructive advice in government work plan,sociel management,but also hope to make contribution for the theoretical research of public administration.This article is divided into the following five parts:The first part,introduce the research background,purpose and significance of this article,review the research results on public participation in social management and public service hotline,and briefly introduces the research methods of this paper.The second part,introduce the connotation and function of the public participation in social management,combing the development process of China's governmental public service hotline and achievement,and analyzes the relationship between the government and the social public service hotline,particular emphasis on the mutual promotion between the two.In the third part,the development course,operation mechanism and actual effect of the public service hotline in Linyi are summarized,and the problems in the actual operation process are summarized and reflected.The fourth part,analysis of Beijing,Shanghai and Ji'nan city of the development of governmental public service hotline,and summarizes their advanced experience.The fifth part,from the transformation of concepts,strengthen the five aspects of civic education,improve communication channels,improve system constructionandpromote the sharing of resources andto develop the Linyi public service hotline put forward constructive suggestions.
