The Study On The Function Of Non-government Organizations Participating In The Public Crisis Governance

As China now has been at a key stage of social transformation,fast economic and social development,along with frequent public crisis,causes the public an urgent demand for public crisis governance.At present,our understanding on public crisis has been deepened from "treating public crisis as an event" to "treating public crisis as a state" and the coping measures for public crisis has been changed from "keeping public crisis under control" to "making a cooperation in coping with public crisis".During public crisis governance,government without doubt plays a dominant role and its function in mobilizing resources and coordinating is irreplaceable.However,due to the complexity of public crisis,it is far from sufficient to cope with public crisis effectively only through governmental power.Therefore,the function of government must be brought into full play.Government failure theory and governance theory provide non-governmental organization(NGO)with theoretical support when NGO takes part in public crisis governance.Most of current research discusses the positive role of NGO in actively coping with public crisis,but there is no systematic illustration on the relationship between government and NGO in a specific public field,through what manner,path or role for NGO to join in public crisis governance and the negative role of NGO in public crisis governance as well as the negative effect that NGO might have on public crisis governance.This paper combines NGO and public crisis governance to explore the positive role of NGO in coping with public crisis.The role of NGO during the incubation period,outbreak period and convalescence period of public crisis is respectively information providing,supervision role,crisis-handling and relief offering.Besides,an illustration on the defect of NGO in crisis governance and the problems caused by NGO in coping with public crisis is carried out.It is concluded that an effective participation of NGO in public crisis governance has to be on condition that the role of NGO at each period of public crisis must be fulfilled and that there is NGO failure in coping with public crisis governance.On the basis of borrowed foreign experiences,suggestion is put forward to eliminate NGO's predicament in participating public crisis governance and make the effective role of NGO in public crisis governance into full play.To be specific,the suggestion is to strengthen the establishment of NGO's internal governance mechanism,improve NGO's capability of joining in public crisis governance,reinforce the establishment of legal system for NGO when NGO joins in public crisis governance and enhance government's trust in NGO,etc.
