A Case Study On The Government Purchase Service Of The PPP Project In Wansong East Road,Ruian City,Zhejiang Province

With the accelerated process of urbanization,infrastructure construction is in the rapid development in our country.But local government are lack of funds for construction.In order to ease the infrastructure construction funds under pressure,the social capital is participated into the project of public service and infrastructure construction adopting competition mechanism.The PPP mode(Public-Private-Partnership)began to join in the field of infrastructure.The PPP mode is the long-term cooperative relationship on benefit and risk sharing between the government and social capital,which is franchising,purchasing services,equity cooperation and strengthening the function on the supply of public goods and public services.The PPP mode can effectively reduce the government cost,facilitate the transformation of government functions,lighten the burden of the government,improve the management level of the government,and meet the public interests.The PPP model can also effectively make use of the advantages of the government and private enterprises to improve the quality and efficiency of public services.The application of PPP mode is not only the upgrading of operation mode,but also the innovation of economic system in our country.It is the task of the major economic system reform proposed by the State Council.The innovation can play an important role in accelerating the process of urbanization,improving the management ability of the government,and building a modern financial and tax system.However in our country,the time of application of PPP is not so long,lacking of experience.After learning the PPP operation mode and practical experience in developed countries and regions,we investigate the characteristics of the PPP project in our country.These studies can provide reference for further accelerating the implementation of PPP government procurement services.This thesis analyzes the government purchase service of Wansong East Road PPP project,address the operation process,mode of government procurement of services.The results of the study will be the reference for the criterion government to purchase service in the PPP project.Based on the theory of public administration,we expands the way and perspective of government's purchase service,and explores the development of government purchase service.The conclusions are representative,and could be used for reference and promotion.The first chapter of this article presents the PPP model,including research significance,literature review,technical routes,and so on.The second chapter analyzes the status of the government purchase service of the PPP project.We study the typical case of Wansong East Road PPP project using government purchase service in Ruian city,Zhejiang province,including the function of government,system construction and risk aversion in the third chapter,the fourth chapter,the fifth chapter and the six chapter.According to the results of the case analysis,we give a heuristic conclusion and look forward to the future of the PPP model in the seventh chapter and the eighth chapter.
