Research On The Development Strategy Of Third-party Public Policy Evaluation

Policy evaluation is an indispensable portion of the public policies implementing.Implementing high-quality policy evaluation is the only way to provide a powerful guarantees for promoting the modernization of national governance systems and governance capabilities.Due to the endogenous requirements of the socialist modernization cause and national governance,and the influence of new public management movement in western world.China has continuously strengthened theoretical research and practical exploration of policy evaluation since the 1990 s,in order to achieve a significant progress for making the public policy evaluation activities conform to the current national conditions.Public policy is the basic means of national governance,and the characteristics of third-party evaluation of public policy include independence,objectivity,professionalism,impartiality,etc.Therefore,third-party evaluation of public policy is an essential means to improve the national governance system,and enhance the national governance.There is a great significance to improve the scientificity,feasibility,pertinence and effectiveness of the national governance means.In particular,for Chinese government,it can effectively compensate for the limitations of the government self-evaluation,perfect the government performance evaluation system and improve the scientificity and credibility of the result of policy evaluation.Then it will provide direct basis for policy adjustment and improvement.The basic idea of this paper is applying the “basic theory” – “practice situation” –“strategy suggestions” as the basic method of analysis,improving China's public policy level and national governance capacity as the starting point,improving China's public policy evaluation mechanism as the acting point,perfecting the function of third-party evaluation as the foothold,activating the features of third-party evaluation mechanisms of public policies as the fundamental point,launching the third-party evaluation practices of the Hebei Province's accurate poverty alleviation policy as the focal point,addressing thecurrent problems faced by public policy third-party evaluations as the entry point,modifying the third-party evaluation of public policies as the foothold,and ultimately provide reference for advancing the development of public policies third-party evaluation mechanisms in China.Currently,the third-party evaluation of public policies in China has played a wide and significant role.At the same time,the problems still exist,such as lack of awareness of the importance,lack of standardization of evaluation work,and lack of unorganized evaluation organization.The main reason of the problems existing are the unclear legal status of third-party evaluation in China,the lack of professional expertise in third-party evaluation agencies,the crude theory and technology of evaluation,and the incomplete evaluation system and information system.To this end,it is necessary to strengthen the external environment of the third-party evaluation agencies,including establishing their legal status,providing funding as guarantee,improving the supervision mechanism,strengthening their organizing through the optimization of third-party evaluation agencies,personnel,and operations,improving the evaluation methods and emphasizing the results of the evaluation application.
