Research On Development Issues And Strategies Of Chinese Mobile Government

In this study,the technical approaches start with analyzing and defining the connotation and extension of mobile government.Studying the essential framework and supporting theories of mobile government,then utilize them as practical goals and theoretical basis for proposing specific strategies to promote the development of mobile government from different perspectives such as techniques,legalization and management.The ultimate goal is to provide good conditions for the orderly development of mobile governments,and to create a favorable environment for the construction of service-oriented governments and the improvement of public service systems.This paper consists of three sections in addition to the introduction and conclusion.1.Overview of mobile government theoryIncluding the definition of mobile government and two components of the basic theory.The concept definition part probes into the connotation,extension and characteristics of mobile government.Based on contrast and comparation between the mobile government and the e-government,the mobile government is defined as government provide services to citizens,enterprises and government entities via mobile device and information technology at anywhere and anytime.At the same time,defining the concepts of the extension of mobile government by service forms,service objects and application scope.That is how the content framework of the mobile government is constructed,and the characteristics of the mobile government are also be summarized.The theoretical basis is to explore the theoretical basis for studying the development of a mobile government.It mainly includes new public service theory,collaborative government theory,seamless government theory,and customer relationship management theory.It aims to draw useful elements from it for my own use.Among them,the new public service theory is public-oriented and promotes the spirit of public service.It mainly provides theoretical support for the role of the mobile government and is the core theory on which the healthy development of the mobile government depends.The theory of coordinated government advocates the consistency and continuity of organizational arrangements.Sex aims to protect inter-organizational collaboration,and mainly provides guidance on how to solve the problem of collaborative work among governments and departments at the various levels of e-government.It is the main basis for the integrated presentation and overall development of mobile government;seamless government The theory advocates the zero-gap model,emphasizing the provision of the most timely and convenient service for citizens,mainly providing mode support for the seamless cooperation of mobile government,and is a prerequisite for the healthy and orderly development of mobile government;the customer relationship management theory emphasizes the coordination of enterprises and The interaction between customers in sales,marketing and services mainly provides tool support for the coordination of partnerships between the mobile government and the public,and it is the basic support for ensuring the vitality of the mobile government.2.Current situation and problems in the development of China's mobile governmentIn sorting out mobile,on the basis of the relationship between government and electronic government from the our country the development of mobile government service means,service function and service content was described,the present situation and from the technical level,the level of rule of law,analyses the existing problems in the development of mobile government management level and the reason for the problem.3.Specific strategies to promote the development of mobile governmentAiming at the current situation and problems of the development of mobile government,this paper puts forward practical strategies to promote the development of mobile government,and puts forward feasible countermeasures to solve the problems of technology,rule of law and management.Among them,technical strategies are divided into infrastructure construction,application system development and operating system optimization strategies,which are the driving forces of the development of mobile government.The strategies of the rule of law can be divided into the construction of laws and regulations,system arrangement and policy design,which provide security and credit guarantee for the development of mobile government.The basic conditions at the management level are organizational restructuring,management system arrangement and management system reform,which provide organizational and institutional guarantee for the development of mobile government.
