In recent years,the proportion of young female civil servants has been rising in the newly recruited civil servants,and the role played by young female civil servants in their work is becoming more and more important.The promotion is an effective means of incentive,it can increase the young female civil servants training and use efforts,this is an urgent need to comprehensively strengthen the party's construction and the construction of the contingent of cadres,meanwhile,improve the leadership structure and promote the development of effective measures.At present the research on female civil servants mainly focus on female civil servants occupation development and political aspects of the promotion of female civil servants,especially about young women civil servants promotion research,so it is of great significance to strengthen the research on young women's promotion of civil servants.This paper mainly focuses on the promotion of young female civil servants in Dalian national tax system,combined with the author's practical work,with the female human capital,the political participation of women,women cadres training,promotion theory,clear some basic concepts of the young female civil servants promotion,find out the method to promote young women's promotion of civil servants.This paper combined with the theory of public management,public human resources management,psychology,basic research at home and abroad through the related data collection,data collected through the questionnaire survey method,comparative method,literature review method,combined with the actual situation of tax system of young female civil servants of Dalian,comprehensively expounded the status of job promotion.Objectively analyze the problems existing in job promotion,and in-depth analysis of the causes of the problem,through the relevant theories of public management,using the SWOT analysis method,analysis the opportunities and challenges in promotion.The SWOT analysis matrix of promotion is put forward,and the concrete solution to the problem is put forward.The feasibility analysis is carried out from the aspects of policy support analysis,environmental condition analysis,technical feasibility analysis and expected effect analysis.Finally,it puts forward the guarantee measures for the promotion of young female civil servants' promotion in Dalian national tax system.
