In recent years,China's civil service has been expanding,and the number of female civil servants has also increased rapidly.China's civil service system is not properly developed,there are many deficiencies of the protection of women's rights and civil servants.An improved civil service system can help with an adequate,comprehensive and high quality civil servants team,as well as achieve the full protection of the rights of female civil servants are the two main parts ensure the state apparatus health and full functioning and also has the great significance of promoting the modernization of national governance ability.Japan as neighbor of China,which has different political,economic and cultural backgrounds.Although the specific provisions of the civil service in China and Japan are different,the Japanese civil service system focuses on the special protection of female civil servants.In recent years,the Abe government has enacted various policies to improve the proportion of female civil servants,which has certain enlightenment and reference significance for perfecting the civil servant system of China.Through the discussion,in this paper,about the history of the special protection system of Japanese female civil servants,based on theories of gender,equality of rights,regime change and public human resource management theories and the analysis of the status of Japanese female servants in entrance management,incumbent management and the retirement management,to propose several suggestions of improved the special protection system of female servants.First of all,we should focus on society,organizations and personal changes of ideas.Secondly,we should create equality of opportunity for female civil servants and intensification the comprehensive supervision of female civil servants.Third,through a planned,long-term training chain,to explore the professional development of female civil servants special process,to meet the needs of female civil servants promotion.Finally,the various security systems are complementary to the civil service system,to achieve the goal of scientification and legalization of the system of female special protection civil servants in accordance with our national conditions.
