In today's society, primary and secondary school teachers serving teachers in paid tutor is a kind of a widespread social phenomenon, this special phenomenon also has always been students, parents, teachers, schools, the ministry of education and social discussion, the ministry of education has long been clear stipulation, shall not be engaged in primary and secondary schools and teachers at all levels for activities. But still paid tutor, in-service teachers held outside the remedial class is always happening. As the saying goes, where there is a need, there is market. Policy prohibit serving teachers in paid tutor blindly as if did not achieve a good result, we will be a basic understanding of the present situation and problems of the in-service teachers in paid tutor to the case analysis of the policy. You can see from the literal meaning, "working" and "paid" in-service teachers engaged in "paid tutor" main contradictions. In this paper, the city's primary and secondary school teachers engaged in the basic information for the investigation and study, to obtain a large amount of basic data, and the connotation and denotation of serving teachers in paid tutor and it explains the concept, from the Angle of sociology paid tutor of the impact of the existence of development present situation, has carried on the system analysis, and focus on social control, social roles, such as human capital theory to the policy of serving teachers in paid tutor rationality and irrationality are analyzed.This thesis is divided into five parts. The first part is introduction, including literature review, the research background, research purpose and meaning, etc. The second part:first, this paper elaborates the use of research methods, and research on the development of in-service teachers in paid tutor problems in defining the important concepts involved. The third part:the theoretical research and discussion about serving teachers in paid tutor; The fourth part of teachers, parents, the student to carry on the questionnaire survey, through the analysis of the status quo of in-service teachers in paid tutor to discuss on the policy of serving teachers in paid tutor rationality and irrationality. The fifth part: from the prohibited, restricted and open, serving teachers in paid tutor is emphatically discussed the countermeasures and Suggestions to the healthy development of the organization, the conclusion part has carried on the induction and summary for this article.
