As the country's most important human resources,high-level talents are particularly important in the construction of high-level talent management mechanisms.In the future,they will play a key role in promoting the construction of innovative countries and the development of universities and colleges.At present,in order to promote the construction of “Double First-rate” universities,the state proposes a series of policies and measures that support the development of high-level talents.Colleges and universities have improved their high-level talent management mechanisms according to their own characteristics,characteristics of the times,and development requirements.These practices is to prepare for improving the overall strength of the university.Based on the human capital theory,motivation theory,and talent growth theory,this paper uses literature research methods,comparative research methods,investigation and research methods,and graph analysis methods to study the current status and problems of high-level talent management mechanisms in local colleges and universities.Finally,combining with the experience of talent management in foreign universities,this paper proposes innovative management mechanisms.The paper is divided into six parts.The first part is the introduction,including the research background and significance of the article,and research status of domestic and overseas,and research ideas and methods,and innovation points and deficiencies.The second part is the definition of the concept and the theoretical basis.It mainly defines the concepts of local colleges and universities,high-level talents,and talent management mechanisms.It is based on human capital theory,motivation theory,and talent growth theory.The third section describes the status quo and existing problems of high-level talent management in local universities in Guangdong Province.Firstly,the status quo includes two aspects: First,the status quo of the construction of high-level talents in local universities in Guangdong Province,including the number,quality,and structure of high-level talents.Second,the status quo of high-level talentmanagement mechanisms in local universities in Guangdong Province:talent introduction mechanism,training mechanism,incentive mechanism,assessment mechanism and team effectiveness.Secondly,it points out the main problems in the management mechanism,including the imperfect talent introduction mechanism,unreasonable training mechanism,imperfect incentive mechanism,and non-standard assessment mechanism.The fourth part is the experience and inspiration of high-level talent management mechanisms in foreign universities,mainly from the strict talent introduction system,the scientific talent performance appraisal system,the sound high-level talent management system,and the strong scientific research team construction,ect.The fifth section provides innovative suggestions for improving the high-level talent management mechanism of local universities in Guangdong Province,which includes the improvement of high-level talents introduction mechanism,the innovation of high-level personnel training mechanism,the establishment and improvement of high-level talents incentive mechanism,the standardization of high-level talent assessment and evaluation mechanisms and other specific measures.The sixth part is the conclusion and discussion,including the deficiencies in the article and the need for in-depth research direction.The dissertation mainly makes innovations from three perspectives: research perspective,research object and research content.However,there are still some deficiencies in the lack of comprehensive data collection and in-depth research in universities.We hope to further deepen our research in the future.Through the research,the following basic understandings are obtained:(1)High-level talents are the backbone of future development of colleges and universities,and colleges and universities should re-emphasify their talents,provide them with a better environment for development,and promote better achievements in teaching and scientific research.(2)The construction of high-level talents in local universities continues to progress,but there are still some problems in the construction of management mechanisms.For example,the introduction of talents and independent training of talents cannot be treated equally;(3)High-level talent management mechanism for local universities needs to be improved according to the characteristics of the schools and the times.
