At present,along with urbanization advancement acceleration,the trend that rural primary and secondary school teachers are flowing towards urban is more obviously.Taken social action theory as theoretical perspective,Dingbian County as a case study,we outlined features of rural teachers mobility behavior,analyzed its causes and consequences,suggested some measures to promote rural teachers flow in a rational and orderly way.The study found that rural teacher group in Dingbian County has some features,such as obviously younger in age,young teachers have good marital status,in the professional development stage and so on.During the mobility behavior,they generally have expectations of upward mobility within the educational system,some of them have the ability,that they can successfully achieve upward mobility within the educational system.The mobility behavior is the result of its normative orientation and social context;formation of the purpose of mobility are under the effect of combined forces,such as unbalanced social development and social expectation of “going upwards”,the difference of urban and rural basic public service resources and teachers higher demand,limited development space of rural schools and teachers' striving for development opportunities,the segmentation between urban and rural areas and teachers' pursuit of good professional reputation and social reputation;The realization of the purpose of mobility are under the facts that different needs for teachers between urban and rural schools,policy of exchange rotation,the situation of teachers.Though rural teachers have similar intentions,their mobility behaviors grouped together demonstrated some unexpected consequences,some of them have positive social significance,such as helping build a higher quality compulsory education teacher team,alleviating the shortage of urban school teachers to some extent,being conducive to promote the benign operation of compulsory education system,while some have negative social significance,that is unreasonable mobility affected the balanced development of compulsory education.Actually,the negative effect of rural teachers' mobility behavior is to meet the contradiction between the social expectation of teachers' “going upwards” and the balanced development of compulsory education.To guide and promote rural primary and secondary school teachers flow reasonably and orderly,to promote the compulsory education develops more balanced,we suggested that related bodies should improve the level of rural social development and rural basic public service system,increase the income level of rural teachers,perfect the exchange and work shift system of teachers between urban and rural area,increase rural teachers' training strength,strengthen humanistic care of rural teachers and so on.
