China's primary school English teaching has always been in the reality of the state "examination oriented education",for English teaching,but put more attention on the spelling,reading,writing and listening,and ignored the importance of speaking.The teacher will decide the emphasis of their teaching according to the final exam oriented,even though they subjectively believe that communicative competence is one of the main goals of English teaching,but the enormous pressure in the exam oriented education,they will have to focus their teaching on grammar and reading,resulting in a serious gap between theory study and application of the theory.This has led to most of the non classroom language output classes in most Chinese classrooms.Students will simply spell,once out of textbooks,so when teachers create situations which require students to use language to express knowledge,students do not know how to speak then.The purpose of this study is to explore the factors that affect the communicative competence of primary school students through exploring the students themselves,school education and other factors.By using the methods of literature analysis,questionnaire investigation method and the action method to explore how to use the class to mobilize the enthusiasm of students in primary school English teaching,how to use the social environment to help students improve their communicative competence,so as to cultivate students' autonomous learning ability,adapt to the needs of modern society.The flow of 100 students and 15 teachers were investigated by using the basic information questionnaire,parental involvement questionnaire,it is the main to investigate the pupils' English communicative ability,and the level of teachers and teaching attitude and analyze hidden reason behind the phenomenon.so as to know that students English communicative ability is affected by environmental factors and primary school students emotional factors.At the same time,Pupils' English communicative ability on different angles was described in details with the help of second language acquisition theory and constructivism theory,put forward the following strategies for cultivating students English communicative competence: first,create a favorable environment for language learning;second,promote the construction of teachers' professional team;third,to improve the students' initiative in learning English.According to the survey that most of the teachers can hardly improve spoken English by organizing activities,some teachers sometimes organize some English activities,so that children lack of a good environment and motivation to practice oral English communication.The main reason is the contradiction between the present educational teaching target and the practicalapplication ability.The ultimate goal of language learning is to learn how to use language.Language proficiency training in Primary school can guide the development of primary school students' English quality,which is an important part of primary school English teaching.We can enrich the theoretical methods of primary English oral ability training through this research.The traditional examination oriented education does not pay attention to the cultivation of primary school students' oral ability,and does not advocate language expression training,which leads to that the children dare not speak English,and cannot express their feelings well in English.This study has some practical significance in changing the present situation and improving the students' English communication and expression ability.
