With the continuous development of information technology, the satellite network is facing the pressure of increasing service types and traffic load. So the satellite network needs to provide more reliable and efficient service to adapt to the requirements. However, the bandwidth of ISLs is limited and the failure probability of ISLs in the satellite network is higher than that in terrestrial network. The traditional single path transmission is not flexible enough to accommodate the high demand of information transmission service. The multi-path transmission avoids the dependence on a single path and it can make full use of the link resources of the satellite network to meet the demand of the users. So the multi-path transmission is a hotspot of the researches now.For high bandwidth data, multi-path transmission can distribute it into multiple parallel paths and transmit them at the same time. Multi-path transmission can improve the bandwidth of satellite network in this way. However, during the process of research we find that the reliability of multi-path transmission is low. To solve this problem, this paper introduces the redundancy transmission into parallel transmission due to the redundancy transmission can improve the reliability of transmission. But the redundancy transmission will increase traffic load of the satellite network. So this paper puts forward a congestion control strategy on the basis of time and space. The strategy can control the number of paths in multi-path transmission to reduce the traffic load and the incidence of congestion of the satellite network. Further more, this paper introduces the optimization model to make full use of the limited number of paths. This strategy can get the maximum reliability of transmission under the circumstances of meet the demand of high bandwidth transmission. The experimental results show that the proposed strategy is better than normal strategy in congestion control, reliability and delay jitter.
