A Comparative Study On The Public Participation System Of Environmental Protection In China And Mongolia

With the development of economy and the deepening of the environmental crisis,the environmental problems become the most important problem for the survival and development of mankind.The quality of dealing with environmental issues,related to the development of society,and even affect the social harmony.Therefore,the public has the responsibility and the right to participate in environmental governance.In the environmental law,the public participation in the system,fully give the public the right to participate in environmental management,will greatly contribute to the practice of environmental law.Abroad,many developed countries have established a system of public participation in environmental protection in environmental law,and more and more countries are beginning to realize the importance of public participation in environmental protection.The study of public participation system has both theoretical and practical significance,on the one hand can enrich the theoretical content,on the other hand can also improve the guiding role of practice.This paper firstly analyzes the problems existing in the public participation system between Mongolian natural environment law and Chinese environmental law,and then studies the similarities and differences of the environmental public participation system of the two countries,the advanced experience,Of the public participation in environmental law system in order to achieve the purpose of environmental legislation,and ultimately to achieve sustainable development of society and build a harmonious society.The article is divided into five parts:The first part is the preface.This paper mainly introduces the research on the public participation in environmental protection research,the current situation and existing problems of environmental protection in China and Mongolia,as well as the structural arrangement and research methods adopted in this paper.And introduce public participation in environmental protection system.The second part is about the public participation system of environmental protection and environmental protection in Mongolia.This part mainly introduces Mongolian "Natural Environment Protection Law",the concept of public participation in environmental protection and the characteristics of public participation in environmental protection in Mongolia,the problems in public participation in environmental protection,the main measures of environmental protection and legal provisions.The third part is about the public participation system of environmental protection and environment protection in China.This part mainly introcduces the environmental protection law of China,the concept of publis participation in environmental protection and the characteristics of public participation in environment.al protection,the problems existing in environmental protection public participation,the main measures of environmental protection and the legal provisions.The fourth part is the difference between the public participation system of environmental protection in China and Mongolia,and the reference of the public participation system of environmental protection between the two countries and the improvement of the public participation system in environmental protection between the two countries.The fifth part is conclusion.My views on the public participation system of environmental protection in China and Mongolia.
